'JI_ SERIFS OF 1994 ,Lb £s ·W- '.SJ112...l , i b3 1</) ' - A RESOLUTION APPROVING A PL '.NED DEVELOPMENT FOR CRAIG HOSPITAL FOR THE PURPOSE OF CONSTRUCTING A TRANSITIONAL CARE FACILITY IN THE 3400 BLOCK OF SOUTH CLARKSON STREET ON THE EAST SIDE OF THE STREET . WHEREAS, an application has boen made by Craig Hoapital for a Planned Development to the an,a bounded by South Clark11011 Street on the West; South Emenon Street on the East; Eas t Hampden Avenue on the South , and East Girard Avenue on the North ; as is more fully set forth in the Planned Development application ; and WHEREAS, the proposed Planned Development consists of a site of approximately 4.8 acres which include• Craig Hospital and two aiijacent apartment buildines; and WHEREAS, aiijacent property is of mi:•d ::ommercial and resitlential uses; and WHEREAS , the proposed Planned Development is !{l('sted in the R-3 zone district and medical facilities are permitted uses within that district; and WHEREAS , the Planned Development is consistent with the Compn,hensive Plan of the City of Englewood as part of a high density residential area; and WHEREAS , this Planned Development was considered by the City of Englewood Planning and Zoning Commission on September 20, 1994; and WHEREAS , after Public Hearing the Planning Commission voted unanimously to recommend approval of the Planned Development by City Council, and WHEREAS , Craig Hospital is a nationally renowned neurological care center which provides treatment and management of patients with acute brain trauma and spinal cord injuri es from across th e country ~ and WHEREAS, the proposed Planned Development at full build-out will con sist of a four story building with full basement, a two -story bridge connection to the existing hospital , and an underground tunnel to link the basement levels; and WHEREAS, the proposed Planned De velopment will provide a transitional care facility for patients who are ready to develop functional skill s prior to release from the hospital, as well a s space for addit ional overnight family stays on the medical campus, which will provide a bridge linking this facility to therapy and dining facilities at Craig Hospital ; and WHEREAS , landsca ped areas will provide an "outdoor healing environment" for therapeutic recreati onal activities ; and WHEREAS the existing "Friendship House" will be relocated to the east of the green si:ace and will provide space for patient/family activities in a residential environment; and WHEREAS , parking for the full build-out will be provided in Phase I, in part on -site, with leased parking fr om Swedish Medical Center providing the balance of the required • parking which wi ll be off-site; and WHEREAS , the Plan ni ng and Zo ni ng Commissi on approved the appl ication by Craig Ho s pital fo r th e transitional care facili ty with ce rtain condition s ; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO, AS FOLLOWS : ~-The En11lewood City (wnoil hereby approve, the recommendation ■ of the Englewood Plannin11 and :t.onin11 Commiuion for the Planned Development application made by Craig Hospital to conatruct a tranllitional care facility in the area bounded by South Clarkson Street on the West; South Emerson Street on the Eut; Eut Hampden Av•nue on the South, and Eut Girard Avenue on the North, in the City of Englewood, County · f Arapahoe, State of Colondo, alao known u Cue No . 12-!M, with the followin11 conditio a: A Both Cnig Ho1pital and Swedish Medical Center 1hall agree to accept ownenhip of the &ewer line located in the Clark■on/Emenon alley. Subject Craig Hospital Planned Development INITIATED BY Department of Community Development STAFF SOURCE Lee Merkel, Director of Community Develocment COUNCIL GOAL AND PREVIOUS COUNCIL ACTION The Planning Commission granted a Subdiv ision Waiver in 1969 to allow the construction of Craig Hosp ital ; the property was part of the overall ownership of Swedish Medical C&nter and was unplatted at that time . The Planning Commission also approved e parking lot on the northeast comer of East Girard Avenue and South Clarkson Street for use by Craig Hospital . At the October 17 , 1994 meeting , City Council set a public hearing for the November 7, 1994 City Council meeting to gather citizen input on this issue . R::COMMENDED ACTION maff seeks Ccuncil support for a resolution approving the Planned Development filed by Craig Hospital. BACKGOUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED Craig Hospital has filed an application for a Planned Development. The Planned Development , when approved , will govern tt,e completion of the Hospital campus . The Hospital proposes to construct a 'transitional care · facil ity directly across the street from their main hospital. This transitional care facility will be ·Jsed by those patients who need space and privacy to pract ice their independent living skilis before being f".lrmally released by the hospital . In conjunction with this will be the cons:ruction of a two-level sky-bridge across South Clarkson Street, and the extension of the tunnel be:Ween Swedish Medical Center and Craig Hospital under South Clarkson to the new facility . Toti sky-bridge and tunnel will facilitate movement of the patients and staff across SouL'l Clarkson . The alley in the 3400 blor.k of South Clarkson/South Emerson is requested to be vacated, and a portion will be landscaped for '1 se of the patients for therapeut icJrecreational activities . Approval of the Planned Development will allow Craig Hospital to complete their campus plan , and facilitate their treatment of patients who have suffered severe head or spinal injuries . If the Planned Development is not approved , the transitional care units cannot be built, which will impact the ability of patients to practice their independent living skills, possibly resulting in a longer hospital stay . Craig Hospital is a nationally renowned neurological care center , providing treatment and management of patients with acute brain trauma and spinal cord injuries . This Hospital, because of the very nature of its specialization , draws patients from across the country for rehabil itat ion . Craig has acquired two apartment buildings east of South Clarkson Street, and all of the Clarkson Street frontage across from the hospital , along with two pro nerties immediately adjacent to the patient housing unit on South Emerson Street. The proposed development will consist of a three-story building with full basement , a two-story bridge connection to the existing hospital , and an underground tunnel to link the basement levels for a total gross area of 86 ,500 square feet. The building is designed for a Mure fourth floor expansion . The new development will provide 'transitional care• for patients who are read ~ to develop funct iona l skills prior to release from the Hc ,spital , as well as provide space for ado ,tiona l overn ight famil y stays on the medical campus . The bridge will be a link to the therapy and dining facilities in the existing Hospital. The exist ing 'Friendship House ' will be relocated to the east of the green space and will provide space for pat ient/family activities in a residen ti al environment. FINANCIAL IMPACT In ad r'ilion to the revenues from construction permits, additional revenue will be generated by pat ients ' families that will be housed in the transitional care facility rathe r than outside the City .
