2. As a co ndition of a pproval of th e proposed Planned Developme nt Am e ndment No. IV
for Swedi sh Medical Ce nte r, all exis tin g non-sprinklered areas of the h ospi ta l facility
must be re trofitt ed with an approved a utomatic fir e sprinkler syste m notwith la nding
excl u sion s p ermitted pursuant to §10 .306(g) of the 1988 Uniform Fire Code. In addition ,
all new ho pita! facilit y co nstru ctio n must be fi tted througho ut with a n a pproved

' 16, 1989 and Fe bruary 21, 1989 .upon the recomm e ndation of th e Pl anning Commi ssion . At
th at time the Co uncil remand ed th e Pl anned Developme n'. to the Pl anning Commi ssion al
th e req ues t o f Swedi sh Medica l Ce nter. The Commission reconsid e re d the remanded A
Pla nned Deve lo pment o n March 21 , 1989 a nd vo te d to re fe r it to Ci r; Co uncil with a W'
favorabl e recomme ndation . City Co uncil reconsidered the Pla n ned Development a t a Public
Heari ng on May 15, 1989 and a pproved th e Plannec', Development by Resolution o. 30,
Se ri es o f 1989.
In j uly 1989, Swedish Medical Ce nter requested an amendment to the Planne d Development
to ch a nge th e footprint of th e Critical Care Unit (CCU) from w hat was approved in the
Planned Devel o pment. The Planning Commi ssion held a Public Hearing on the proposed
ame ndment on Ju ly 18, 1989 a nd vo ted to refer it to City Co uncil with a fa vorable
recommendation . City Council consid ered the ~,roposed amendme n l en Au'rust 21, 1989
an d approved th e am e ndment by Resolution N umber 47 , Series of 19t1 9.
In May 1990, Sw edi sh Medica l Ce nter again req u ested a n amendment to the Planned
Development to add a six story, 614 space parkin g structure to ac co m.t ;,d ate the n eeds of
Medica l O ffic e Buildin g Ill and other users . Th e Pl annin g Co mmission consid ered thi s
amendment al. a Public Hearing o n August 7, 1990, and voted to refer it to City Co uncil fo r
app rova l "~th conditi ons. City Coundl consid ered the propose d am enc'.me nt on October 1,
1990 and approved it by Rc rn! "10n i\Jumber To , erie s of 1990.
In Fe bruary 1992, Swed ish Medica l C~n te r aga in rzyueste d an amendment to add Medical
Office Buildin g IV. The r ,arini n g Commission co nsidered th is request on March 3, 1992, on -
March 17, 1992 , and h eld the Publi c Hearin g on April 7, 1992. Th e Co mmission vo ted lo
refe r ii lo City Co uncil for approva l with conditio ns. City Council co nsid ered th e
a me ndm e nt at a Publi c H~ari ng o n May 18, 1992 and approved by Resolu ti o n Number 59 ,
Se ri es of I 992 .
Council discussed the current p!Oposed amendment at the January 4, 1993 City Council
Meeting, at which time they decided to hold a public hearing on this iss ue . The public
hearing was se t for February I , 1993.
BACKGROUND
Th ere has bee n a health care facility at the loca tion of Swedish Medical Ce nter since 1905,
whe n a sa nato rium wa s opened for the care of tube rculo sis patie nts . The campus now
includes a 328 be d h os pital, Cra;g Rehabilita tion Hos pital (designa ted as the ocky Mo untain
Regio nal Spi nal Su rge ry Ce nter), and th e Rocky Mountain Mu ltipl e Sclerosis facility . Th ere
a re a l o fo ur medi ca l offic e buildings on th e main ca mpus.
STAFF ALYSIS
The p rop osed amen-:me nt to the Swedish Medical Ce nter Plann ed De ve lo pme nt is to all ow
fo r th e ex pansion and reloca tion of hos pital se rvice within the main Medica l Center
ca mpus. This ex pansion and relocation of se rvices is the res ult of over h vo yea rs of stud y
and analysis of th e d e liv ery of health care service;. Th is de tail ed anal ysis ha produced a
res tructurin g of the health care deli \'ery sys tem and is ba se d on a pati ent foc use d approach.
The Planned Deve lopment a m enJ me nt pro poses additi ons of 107 ,370 square feet which will
incl u d e:
• Ad diti o n s on the n orth side of ca mpu fo r the reloca ted a nd ex pand ed e me rge n cy
services and a sociat ed support ervices as weU as a n ew Wom en's Ce nte r.
• Add itio n to th e Central Plant.
• Rel oca ti o n of th e medica l gases storage area to th e int eri or of th e ca mpus.
Additio n of a second helipad to pro,~de fo r ex panded trauma se n ~ces and to provide an
a ppro\'e d second ary landing site .

Deve lo pme nt amendme nt wa s co nsis tent with the goa ls cf th e Co mprehe n sive Pl a n a nd in
co mpli ance with th e Plann ed Develo pme nt req uireme nt s.
FINANCIAL IMPACT
The fi nancial im pac t of the p ropose d a rr,endme nt to th e Planned Develo pme nt i both direct
an d indirec t. The new ly ap p roved structures will be exempt fr om ad va lorem tax, which
mea n s th a t public ;en~ce demand s afte r co nstru cti on will not be co mpensa ted fo r by tax
reve nues from p roperty tax. Use lax will be co ll ected during co n stru ctio n .
Swedish Medical Center and the associated specialized health care facilities provide a major
empl )•ment center on the perimeter of the downtown area . These facilities draw thousa nds
of patient s and 'visitors to the community, and require corresponding increased levels of City A .
services . Many profe ional people have located their offices in Englewood to be near W
Swedish and the o lh er businesses th at su pport the Medical Center. As such, Swedish serve
a a major anchor in the conomic development of the City . The prese nce of these facilitie s
helps to indirectl y broaden the sales/use tax base, increase City re ve nue through retail sale s
and provide the benefits of a major medical complex in the City .

approach.

to the Planned Deve lopmen t. The Commission received the Not ice of Public Hearing, the
Certifications oi Po sting, an d the Staff Report , which were inco rporated into and made a pan
of the record of 1t, ~ Public Hearing. Also incorporated into the record of the Hearing was a
leuer subm iued by .'icha rd Frost on behalf of Carol Williams.
After considering the sta tements of the witnesses and reviewi ng pertinent documents, th e
members of the City Planning and Zoning Comm ission made the following findings and con-
clusions.

I. THAT the Public H~aring was ini ti ated by Swedish .M c,;i.:al Center to consider an ap-
pl ication for Am~ndment IV 10 the Planned De vel opment for the main campus at 50 I
Ea st Ha:npden A\'enue.
2. THAT the Not ic e of the Pub lic Hearing was published in the Eng!ewood \:kra!.Q, the
official City ewspap er, on Dccemuer 3, 1992.
3. TH AT the proper:y was properly posted by the instal lation of nine signs on the
perime ter of the main ca mpus setting forth the date, time and place of the Public
Hearing.
4. TIIA T Planning Admini st rator Stitt testified to the review of t:,e proposed Amendment A ·
IV by the Technical Review Committee and the incorporation of commenlS and W
recommendations from that rev iew into the recommendation. Mr. Stitt also tes tified
1ha1 Amendment IV incorporates modifications to meet the needs of modern health care
delivery .
5. 1llAT Zane Todd, Administrator of Swedish Medical Center , testified that the hosp ital
is making efforts to involve adjacent neighbors --both rcsidenlS and merchants --in the
process , and has issued invitations to open houses on January 5 and on January 12 for
int erested !Janies to view th e plans and 10 ask que stions regarding the devel opment.
6. THAT _SMC Project Coordinator Bob Powell offered te sti mony penai ning to th e
objectiv e cif re solvin g traffic co nflict s wi thin the campus an d in the general vic inity of
the campus , and 10 "clean up" the nonh si de of the campus adjacent to residential
developm en t nonh of Girard Ave nue .

2. THAT testi mo ny was received from staff, from the app!ican l, and from the public
which was mad e pan of the reco rd of th e Public Hearing.
3. THAT written stateme nts, in the form of the Staff Report , an d the letter submitted on
behalf of J\·!s. Carol Willi ams , were rec eived and incorporated into th e record of the
:1ubli c Hearing .
4. THAT the propo sed Ame ndme nt JV to the SMC Plann ed Develo pment will comple te
the bu ild-out of the main campus , and will facilitate im proveme nts in he alth care

DECISION
THEREFORE , it is the decision of the Planning and Zoning Commission that the proposed
Amendment IV to rhe Planned Dev elopment for Swedish Medical Center be approved and
referred to City Council with a .-a vorable recommend<ltion.
This decision was reached upon a vote on a motion made at the meeting of the City Plannin g
and Zoning Commi ssio n on December 22, 1992, by Mr. Gerlick, seconded by Mr. Dumm er ,
which motion states :
"The Planning Commission approve Amendment IV to the SMC Planned Development wi th
the following conditions, and recommend said Amendment IV to City Council for favorable
consideration:
I. If sign ificant traffic de iays resl!!t fro m :u rning movements at the eastern-most acce ss
poin t on East Hampden Ave,,ue, th ~ City will require :
