HomeMy WebLinkAbout1993 Resolution No. 029RESOLl'l'ION NO. ,):_ SERIES OF 1993 A RESOLUTION ESTABLISHil,G THE CITY OF ENGLEWOOD, COLORADO POLICY AND COMMITMENT TO .REDUCING PARTICULATE POLLUTION WHICH RESULTS FROM STREET SANDING OPERATIONS . WHEREAS, the Regional Air Quality Council ia requesting governments to reduce sand applications by 20% to achieve a goal of reduced PM -10 emission.; and WHEREAS, the City of Englewood recommends street sweeping following snow storms wh ich rem , es the source of possible PM -10 emissions ; and WHEREAS, the City of Englewood is committed to a safe and efficient roadway system ; and WHEREAS, it is nece ssary to apply a sand and salt mixture to the road surface duri ng snow and ice conditions to attain safe roadways; and WHEREAS, street s andini; produces particulate matter which is aesthetically un pl ea sant a nd contributes to the degradation of air quality; and WHEREAS, it is the City of Englewood 's intent to do its part to &Hist the metropolitan region in attaining and maintaining federal and state air quality standards ; NOW, THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF E~GLEWuOD, COLORADO, THAT : Sw.ilul..l. The City of Englewood Street Division in cooperation with the Regional Air Quali ty Council , the lead agency for air qua li ty planning i.n the metropoH t.sn area and the Ai r Pollution Control Di\'ision, have established a sweeping schedule that will effectively reduce th e amount of particulate matter i;reated by its san ding operation which reaches the atmosph ere . S.eai2n..2. Th e Ci ty of Englewood Street Division will accomplish this task by effectively remov ing th e sanding mat erial from the road surface when it is no longer needed . A ma.xi mum sweeping effort will commence when conditions allow , and all sanding ma te riel will be removed fr om the mnin travel way s within 5 working days following a st orm wh en et all possible . ~ Th e plan and implementation schedule for the street sanding fugitive dust red uction stra tegy wa s submitted to the Region al Air Quality Councils Air Pollutio n Co ntrol Division in Dece mber 1992 , and all Methods included in the plan shall be fully imple mented no Inter th an October I, 1993 . ~ Begi nning in 1994 , the City of Englewood Street Divisi on shall docu ment the effectiveness of th e street sanding fut-tive du st reduction strategy and submit it to the led ager.cy for ai r quality plan ni l,g in the metropolitan area and the Air Polluti on Control Di,;sion no latter than J une 30, 1994 , and annually therenft.er. ~ AA requir ~d by Regulation 16 of the Air Quality Control Commiaaion, the City of Englewood Street Divi lion shall 1ubmit an annual repert to the Colorado Department of Health which contain r; information on th e lot.al amount of 1andinr material uaed, the ,,umber or lan e mile ■ ■anded, •~d the number offull deployment epi1odes . PREWXJS CXXNCL ACTION None. MCl<CRO<N) A committee formed by the Regional Air Quality Council has been meeting for some time with the active partici pation of Englewood Public Works staff. This particular Committee has been eva lu ati~•l various strategies to reduce particulate emis.~1ons referred to as PM-10 . Parti culate emissions have been ide · •jfied as a significant contributor to the region's "brown cloud." The strategy preferred by most members is a commitment to place less sand than in previous years and development of a sand specification. The sand specification is aimed at providing sand that is harder and le ss likely to break down to PM-10 size. It also specifies a sand that Is relatively free of PM -10 size particles when it is produced. Engle ·,cod purchases only approved materials fo r sand ing operations. · Englewo-xl staff prefers a strategy that pl~Ce$ more emphasis on sweeping up material after snow-Jtorms as opposed to placing less ,;b 11r!. Sf/lEF NW.'YSIS Staff is recommending a policy that emphasizes street sweeping after snow storms rather than a commitment to u~ less sand during snow storms . The Regional Air Quality Council is requesting goveinme nts to reduce sand applications by 20 percent to ac hieve a goal of reduced PM-IO emi ssion s. We recommend street sweeping fo '.lowing snow st m s for several reasons , the most important of wh ich is that street sweeping Is a positive m~thod of removin g the source of possible PM-I 0 em issions. Commitments to place less 5and are difficult, if not impossible , to quantify or dem onstrate since each snow storm is unique. Many agencies are resistant to street sweeping because they either don 't have the staff or the equi pment to respond in a timely manner. Englewood does have adequate staff and equipment to respo nd in a timely manner, and it has been a normal part of our winter operations for a number of years . Stree t sweeping has sever~• other added benefits . Removal of the sand removes a source of abrasive grit that accelerates the wear of our streets . Street sweeping has tl,e most direct beneficial impact on local air quality and the health of our own citizens . Additionally. street sweeping is a mea ns by which we can control sand caused PM-JO emissions on Hwy. 285 . We A ha ve no control over the Colo rado Department of Transportation 's sand application rates on this W highway. Finally, Englewood looks , and is, cleaner than adjoining neighborhoods in other cities . FNINCW. IMPACT There are no financial implications foreseen as a result of this resolution .
