PREVICX5 C<XNCll. ACllON On ovember 2. I 992, Council app roved a resoluticn to apply for I 993 Community Development Bl ock Gran t (C DBG) in the amount of$ 191,115. In January, the City was notified of an unexpected increase in the 1993 CD BG allocation to $249,787 due to th e use of 1990 census information. BACXGRCXl'ID The Federal Program : The Entitlement Program provides gra nts to units of local government and urban counties to meet housing and community development needs . The primary objective of the Program is the development of viable urban communities by: I) provi di ng d&ent housing and a suita ble livi ng environment; and 2) expanding econ omic opportunities. principally fo r pers ons of low-and moderate-income . The objective of the Program is achieved through a prog ram developed by the local government whi ch is designed to give maximum priority to those activities which will benefit low-and A moderate-income families or whi ch wi ll aid in the preventi on or elimination of slum or blight. ., The request for funds may al so inclu de activities whi ch are designed to meet other urgent de,.,elopment needs in the co mmunity which pose a serious and immediate threat to the health or we lfare of the community if other financial resources are not available . The choice of activities is a determination which has to be made by the lo ca l government as to wh ich will best serve the objectives of the Prog ram . Funds, wh ich are approp riated annua lly by the Congress for this program , are allocated by statuto ry formula to each entitle ment area . Arapahoe County Is an approved enti tlement area . The grant funds are distributed on a formu la basis to participating cities within Arapahoe County. In order to receive funds ,'rom the 1993 Arapahoe County CDBG Program, the local govern ment must su bmit an application . Since the program is noncompetitive , the County wi ll evaluate the applications based on compliance with the N;•:tio nal Objectives. The Local Pr 00ra m : Tne City of Englewood has received CDBG funds since 1977 . For FY93 , a multi -project CDBG application is being proposed. Funds are being requested to support the City's continuing Housing R~habilitation Project and to provide funds for Family Self Su fficie ncy with the following amounts: 1) S223 ,800 to rehabili tate 18 housing units throughout the City ; 2) S 10,000 to support Family Self Sufficiency; 3) S 15,987 for administration. STAFF ANAl..'1'515 The additional 1993 CDBG funds of $58 ,672 will allow for an increased budget for the Housing Rehabilitation Prog ram and will assist with the fun ding for the Family Self Sufficiency Program sponsored by the Englewood Housing Authority. FNANCIAL IMPACT The existing housing staff for the Community Deve lo pment Department wi ll be avai lable to administer the progra m. No additional monies or personnel will be required .
