SERIES OF 1993 A RESOLUTION BY THE CITY OF ENGLEWOOD, THROUGH ITS DEPARTMENT OF COMMUNITY DEVELOPMENT, TO FILE AN APPLICATION WITH ARAPAHOE COUNTY NR 1994 COMMUNITY DEVELOPMENT BLOCK GRANT TO FUND THE HOUSING REHABILITATION PROGRAM AND ASSIST WITH THE FUNDING FOR THE FAMILY SELF sumCIENCY PROGRAM . WHEREAS, Englewood City Council hu approved CDBG applications since 1977 and approved the execution of an Intergovernmental Aj:reement with the passage of Ordinance No . 37, Series of 1991 covering the City's participation in the Arapahoe County CDBG Entitlement Program for funding years 1992 through 1994; an~/zx:/:: WHEREAS , the Arapahoe County Community Developmen~ Grant Program pr ovi des grants to partici pating municipaliti es to meet housing and community development needs; and WHEREAS, to compete in the Arapahoe County Commmity Development Block Grant Pr ogram, local governments must submit an a pplicatior ; and WHEREAS, the City of Englewood has received a notice of fund availability; and WHEREAS, l partment of Com munity Development desires to apply for these fund s through the fl Je County 1994 Commun ity Development Block Grant to fund the Housin g Re ~ .u1huttion Program and assist with the funding for the Family Self Sufficiency Program in the City of Englewood; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO, THAT: ~-The Department of Commwtlty Development is h ereby authorized to file an application for an Arapahoe County 199-4 Commwtlty Development Block Grant to fund the Housing Rehabilitation Program an d assist with the funding for the Family Self Sufficiency Program in for the City of Englewood. 5.fd.ilm..2 . The Mayor and City Clerk are authorized to sign and attest all necessary forms , documents, assurances and certifications for the Community Developm ent Block Grant for and on behalf of the City Council and the City of Englewood . Funding levels for 1994 are not vet av ailable, but it is anticipated that the funding level will be close to the 1993 CDBG a, ·ard which was $249,787. PREVIOUS COUNCIL ACTION Council has approved resolutions to file CDBG applications annually since 1977. in addition, the City Council approved the execution of au Inter1;ovemmental Agreement between the City of Englewood and Arapahoe County by pass..ge of Ordinance No. 37, Series of 1991 covering the participation in the Arapahoe County CDBG Entitlement Program for funding years 1992 through 1994. STAFF ANALYSIS Funding will allow the continuation of the Housing Rehabilitation Program and will assist with the funding for the Family Self Sufficiency Program sponsored by the Englewood He.using Authority. Pu nte d on Recyc led Pa per ~ BACKGROUND The Federal CDBG PIVifam consists of the following objectives:: The Entitlement Program provides grants to units of local government and urbar counties to meet housing and community development needs. The primary objective of the Program is the development of viable urban communities by: 1) pro iding decent hour,ing and a suitable living environment; and 2) expanding economic opportunities, principally for persons of low-and moderate-income. The objective of the Program is achieved through a program developed by the local government which is designed to give maximum priority to those activities which will benefit low-and moderate-income families or which will .lid in the prever lion or elimination of slum or blight. The request for funds may ulso include activities which are designed to meet other urgent development needs in the community which pose a serious and immediate threat to the health or welfare of th.e community if other financial reso urces are not available. The activities that will best serve the objectives of the program will be determined by the local government. • Funds, which are appropriated annually by the Congress for this program, are allocated • by statutory formula to each entitlement area. Arapahoe County is an approved entitlement area . The grant funds are distributed on a formula basis to participating cities within Arapahoe County. In order to receive funds from the 1994 Arapahoe County CDBG Program, the local government must submit an application. Since the program is noncompetitive, the County will evaluate the applications based on compliance with the National Objectives. The Local Program Objectives: For fiscal year 1994, a multi-project CDBG application is being pro posed . Funds are being requested to support the City's continuing Housing Rehabilitation Project and to provide funds for Family Self Suffici cy sponsored by the Englewood Housing Au.thority with the following estimate amounts. 1) 2) 3) $223,800 to rehabilitate 18 low-incm,,e housing units scattered throughout the City; S 10,000 to support Family Self Sufficiency; S 15,987 for administration. •
