Crow • • • Date September 7, 1993 INTTIATED BY SfAFF SOURCE COUNCIL COMMUNICATION Agenda Item 11 h Community Development Subject Fund Appropriation for the Eagles Property Lee Merkel, Director of Community Development ISSUE/ ACTION PROPOSED Staff seeks Council support for a resoluti on .1pproving the appropriation of funds for the purchase of the Eagles property located at 33M South Broadway . Th e proposed contract calls for total City funding of $28,500 from the City's PIF (Public Improvement Fund) - 523 ,500 for the property, $3,000 for the City 's contribution to the repair work, and $2,000 for closing costs . The Eagles will receive $17,500 in cash and the balance of the purchase price ($6,000) will be placed in a repair account. The City will pay all customary closing fees and costs, not to exceed 10% of the purchase price . PREVIOUS COUNCIL ACTION On August 16th ti, ':ity Council approved, by motion, the purchase of the Eagles property, including demoliL, , and repair costs and asked the City Attorney to prepare a contract. BACKGROUND The purchase of the Eagles property by the City will allow the economic development arm of the City to market the property for appropriate future uses . A study of the downtown is underway to address how this block fits in with the rest of the downtown and to assess its potential for improv'ement and economic return to the City . STAFF ANALYSIS The fire at the Eagles Lodge during the summer of 1992 has left a vacant lot on Broadway in the central business distri ct. Th e size of the lot and the parking restrictions have made it difficult to attract a new owner. The City has made an offer on the lot to provide a catalyst to clean up the property, and make necessary repairs, including demolition of the north wall, to provide for the public safety . The total cost of the demolition of the north and west • walls, and for repair of the adjacent roof which ties Into the n.orth wall, including a brick parapet required by our building code has been estimated at $9 ,000 . The Eagles have agreed to pay two-thirds of this cost. Construction cannot begin until 1994 due to the lack of z.·1,illability of bricklayers at this time . The Eagles will repair the temporary fence at the rear of the property prior to closing to prevent public access . The City intends to market the lot rather than retain ownership . If the lot is not sold within a reasonable period of time, the City may need to consider alternate uses until an assemblage of properties is made by a developer interested in purchasing the property along with other properties. The City intends to recover its costs, not to increase the price over normal inflation , or to "'profi t~r ." In April the property was appraised at $23 ,000 . Staff anticipates being able to markl't the p ;'>perty to recover the City 's portion of the repair costs as well as the base purchase F' ;_.~. FINANCIAL IMPACT Funds for the purchase and repairs are available in the City Plf in the amount of $28,500 . • •
