A RESOLUTION APPROPRIATING FUNDS FROM THE CITY OF ENGLEWOOD
WASTEWATER COLLEC'1'10N FUND, FOR THE PURCHASE OF A SANITAR':'
SEWER FLUSHER TRUCK.
WHEREAS, with the passage of Ordinance No . 36, Series of 1993 a Wastewater System
Maintenance AgTeement was signed between the City of Englewood-and South Englewood
Sanitation District to provide sewer main maintenance for the area within th e City
boundaries; and
WHEREAS, the AgTeement states that Englewood will provide wastewater collection
system maintenance for the area within the Agreement, in exchange for an annuo1 fe e,
such re ven ue is estimated at $32,000 to $35,000 annually; and
WHEREAS, the addition of the South Englewood Sanitation Di strict will increase th e
P.xisting service area by about 45% and proper maintenance of the e1isting service nrca as
well as the portion of South Englewood within the City of Englewood bound aries ·
necessi tates the pun:h ase of a flusher truck and the hiring of 2 additional full -time
te mp orary tec hnic ians;
NOW , THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOO D, COLORADO, THAT :

~ACTION PROPOSED
The Utilities staff seeks Council support for a resolution amending the 1993 Annual Bud get
to finance the sanitary sewer flushe r truck and personnel. A Council Communica tio n for
approval of the purchase of a sanitary sewer flusher truck has also been submitted
(Agenda item 11 c).
PREVIOUS COUNCIL ACTION
On July 19 , 1993, Counci l approve d a Wastewater System Service Agreement with South
Englewood Sanitation Dis tri ct.
BACKGROUND
When the 1993 proposed b ud get was developed during the summer of 1992, the status o f
th e Maintenance Agreement with So uth Englewood Sanitation District was uncertain .
A Wastewater System Maintenance Agreement wa s signed between the City of Eng lew ood
and South Englewood Sanitation Distri ct to provide sewer main maintenance for the area
within the City boundaries. The agreement states that Englewood will provide wastewater
collection system maintenance for thi s area, in exchange for an annual fee . This fee is based
on the amount that we would bill th e individual properties within the area .
STAFF ANALYSIS
The addition of the Sou th Eng lewood Sanitation District will inc rease the existing serv ice
area by about 45 percent (from about 60 mile s of sewer mains to about 88 miles of sewer
mains ).
Proper maintenance of the existing service area , as well as the portion of South Englewood
within the City boundaries necessi tates the purchase of ~ flusher truck and the hiring of two
additional techni cians .
The sanitary sewer flusher truck wi ll be used to service the recently acquired South
Englewood Sanitatioi. District area located inside the City limits . The service contract for
the South Englewood area was previously approved by Council and goes into effect
October 1, 1993 .
FINANCIAL IMPACT
The cost of th e sanitary sewer flusher truck is estimated at $70,000. The cost for the two
full-time temporary employees to operat~ the truck is esti mated at $12,800 for the remainder
of 1993, bringing the additional estimated to::il for 1993 to $82,800.
The costs for the flusher truck and personnel will be fi nan ced by the Wastewater Collection
Divi sion of th e Sewer Fund . The revenue from this agreement is anticipated to be between
S32 ,000 and S35,000 annually . Annual costs in futurE years will approximately equal
rev enues .
