WHEREAS, federal mandates require cities a nd tow ns to perform duties without consideration of local circumstances, co s ts, or ca pac,,y, and subjec t municip aliti es to civil or criminal penalties for noncompliance; and WHEREAS, federal mandates require com pliance regardless of other pressing local needs and priorities affecting the health, welfare , and safety of mt•.nicipal citizens; and WHEREAS, excessive federal burdens on loca l governments force so me combination of higher local taxes and fe es an d/or r educed local services on citizens and local taxpayers : and WHEREAS , federal ma ndates ar'e too often in fl exibl e, one-size -fi ts-all requirements that impose unrealistic time frames and sp ecify procedures or facili t'es where les s costly alternatives might be j ust as effective ; and WHEREAS , e.xisting mandates impo se h arsh pressu res on local budgets and the federal government has impos ed a fr eeze upon fundi n g to help compensate for any new mandates ; and WHEREAS, the cumulative impact of these legisla t iv e an d regulatory 11 .tions directly affect the citizens of our cities and town s ; and WHEREAS, the National League of Cities, in conjunction with other state and local go ve rnment representatives, has begun a na tional public education campaign to help citizens understand an d then reduce the burden and inflexibi lity of unfunded mandates, beginning with a National Unfunded Ma ndates Day on October 27 , 1993 . NOW, THEREFORE, BE IT RESOLVED by the City Counci l of the City of Englewood , Colorado , that the City of Englewood endo rses t he efforts of the National !...eague of Cities and supports working with NL C to fully inform our citizen;; about the impact of federal mandates on our gov e rnment and the pocketbooks of our citiz e1,s . BE IT F URTHER RESCLVED that the City ofEngl ewood endorses organi zing the pa rticipating in events to begin this proces s on October 27th ; a nd BE IT PURTHER RESOLVED that the City of Englewood resolves to redouble its efforts to inform and work with members of the Congressional delegation to educate them ab t the impact of federal mandates and actions necessary to reduce their burden on our citizens .
