SERIES OF 1993
A RESOLUTION AUTHORIZING THE ENGLEWOOD PUBLIC LIBRARY TO
IMPLEMENT THE ANNUAL "FOOD FO R FINES" PROGRAM FROM NOVEMBER 22,
1993 THROUGH DECEMBER 29, 1993.
WHEREAS, the Englewood Public Library has •po 111ored a "Food for Fines" program
during the November/December holidays for the past tl ,oee yean; and
WHEREAS , the "Food for Fines" program allows patro ns with overdue fines to "pay"
them off through the donation of non -perishable food it.ems ; and
WHEREAS, the food items are then forward ed to the Int.er Faith Task Fon:e for
distributi on to financially disadvantaged families in the Englewood area ; and
WHEREAS , the program is a benefit to the community in that the disadvantaged are
assisted and the •ir cleared with respect to fines and the City receiving its library
mater ials back;
NOW , THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD , COLORADO, THAT :

December 29 , 1993 . The "Food For Fines" wi ll then be forwarded to the lnt.erFaith Task

Staff seeks Council approval of a resolution authorizing the Library Department to
implement the Lib rary's annual "Food for Fines" progra m from November 22, 1993 through
December 29, 1993 .

BACKGROUND
For the past three. yea rs , the Engle wood Public Library has sponsored a "Food for Fine5 "
program during th e November /Dece mber holidays. This program allows people with
overd ue fines on their library cards to have those fin es "forgiven" in return for the donation
of non-perishable food ite 'ls, which are then collected and fornarded to the Interfaith Task
Force for d istri bution to · ancia ll y disa dvantaged f mqies in the Englewoo d area. This will
be the fourth year that the Library has offe red this program, which has been warmly
re ceived by the pubHc since its inception . The 1993 program will run for si x weeks.
STAFF ANALYSIS
The Libr~ry's annual "Food for Fines" program allows patrons with overdue fines to "pay"
them off throu g h the donation of non-pe rishable f od item s, e .g. oneJoo.clitem cancels out
the late ch a rges on one overdue item . Food items must be presented to the Library Staff a t
the Lib rary's Circulation Des k in order for the fines to be clea red from th e patro11 's
co r.ip uter re cord . Besides prov iding resou rces to needy families in this community, the
program provides a positive image of the Library and the City, i.e . a "w in-win" situation for
everyone involved .
FINANOAL IMPACT
The Library averages $1 ,200 to $1,500 per month in collected "late fin •~s" (i.e . charges on
books and other items returned past their due date) which go back into the City's General
Fund . During the month of December for the past three years, that amount dropped to an
ave rage $800 to $1,000 , no doubt due to the "Food for Fines " prcgram. This means that the
City will probably lose about $400 to $600 in coll ec ted ove rdu e charges during thi s year's
"Food for Fines" six week program .
