WHEREAS , by Charter amendment effective April 13, 1981, City Council provided for the establishment of confidential employees withfo the ,ervice of the City of Englewood ; and V."r!EREAS, by virtue of ~uties assigned to theS£ oosition s by the City Manoger, it has been determined that they ,re confidential and therefore excluded from membership, participation, or representation in any collectively borgain ed employee syste m of the City of Eng11:wood and a.re exempt from th e Career Strvice System, and WHEREAS , und er the Compen,ation and Ben efits Plan for crnfidential employees, City Council desires to establish the insurance rates for the year i994; NOW , THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD , COLORADO, THAT : ~ 'Th e City will pay 85% per 1,1onth of the premium co st for depend ent and single coverage. Empl oyees will pay 15% of the monthly premiuhl cost for sir.gle ond dependent coverage. Part-time, Benefits -Eli gible Employees . b . Confidential Employees . c. Police Division Managerial and Supervisory Employees . d . General Services Managerial and Supervisory Employees . e . Fire Di vision Managerial and Supervisory Employees . PREVJOUS COUNCIL ACTIO The previo us resolutions for the above groups were approved in 1992 and we re effecti ve for the time peri od from January 1, 1993 through December 31, 1993 . STAFF ANALYSIS The City of Englewood has established medical and dental insurance premiums for 1994 . Premium s for th e self-funded medical and dental programs and Comprecare each reflect an increase of 12 .5% ove r the ;993 rates . The se increases are being implemented in order to ensure full funding 0f the le vel o f heal th care benefits provided to th e City 's em'.'loyees . Th e cos t of medical and dental care provided thro ugh th e self-insured pro•;rams has inc,eased at average annual rates ol 15% and 9% per employee, respectively . Th is exp erience is below the industry norms as a result of efforts to control_ costs through emphasis on programs such as employee wellness . Cost control measures, coupled with the previous increase in the premium rate s charged for this benefit, which were implemented in 1990, have allowed the City to ca rry th e 1990 rates forward through 1993, ex cept for a five percent decrea se in th e 1992 medical rates . De spite continued emphasis on cost controls, the 1990 level rates are insufficient to cover anticipated 1994 costs. Premiums paid to Comprecare ha ve demonstrateci trends si milar to o ur expe rien ce in the self-funded medical plan . Rates charged to employees renect th ese increases as well as co ts assoc iated with adr,1inistering the program .
