SERIES OF 1993
A RESOLUTION APPROVli,G HEALTH AND DENTAL INSURANCE COSTS FOR
GENERAL SERVJCES MANAGERIAL AND SUPERVISORY EMPLOYEES OF THE
CITY OF ENGLEWOOD FOR THE YEAR 1994 .
WHEREAS, by Charter amendment effective April 13 , 1981 , City Council pro vided
for the establishment of managerial employees within the service of the City of .Engl ewood ;
and
WHEREAS, by virtue of managerial duties assi gn ed to these positions by the City
Manoger, it h as been determined that they are managerial and therefo r e excluded from
membership, partici pation, or representation ii"\ any coll ective)y bargained em pl oy ee
system of the Cit.y of Englewood; an d
WHEREAS , under the Compensation and Benefits Plan for General Service
managerial and su pervisory employees, City Council d!!:;ires to establish the insurance
rat.es for the year 1994 ;
NOW, THEREFORE , BE IT RESOLVED BY THE CITY COIJKCIL OF THE CITY
OF EKGLEWOOD, COLORADO , THAT:
SfdiJ2n..l. The City will pay 85 % per month of the prem ium co st for dep endent and
single cove rage . Em ployees will pay 15% of the monthly premium cost for single and
depend ent coverage. 'The costs to be paid by said employees for health and dental
in sur ance coverage shall be as fo llow s :

ISSUE/ ACTION PROPOSED
Staff seeks Council support for a resolution approving 1994 total premium rates for health
and dental insurance programs offered by the City of En glewood for the following groups
of employees:
a . Part-time , Benefits-Eligible Employees .
b. Confidential Employees .
c . Police Division Managerial and Superv isory Employees .
d . General Services Managerial and Supervisory Employees .
e . Fire Division Managerial and Supervisory Employees .
PREVIOUS COUNCIL ACTION
The previous res olutions for the above groups were approved in 1992 and were effec tiv e for
the time period from January 1, 1993 through December 31 , 1993 .
STAFF ANALYSIS
The City of Englewood has established medical and dental insurance premiums for 1994.
Premiums for th e self-funded med ical and dental programs and Comprecare each reflect an
increase of 125% over the 1993 rates . These increases are being implemented in order to
ensure full funding of th e le vel of health care benefits prov ided to the City 's employe~,.
The cost of m~dical and dental care provided through the self-insured programs has
increased at avera~ ~ annual rates of 15% and 9% per employee, respecti vel y. T1.,is
experience is below . the industry norms as a result of efforts to control costs though
emphasis on programs such as employee wellne ss. Cost control measures, COUf •led , th the
previous incre se in the premium rates charged for this benefit, which were imr, leme, .. ed in
1990, have allowed thP City to carry th e 1990 rates forward through 1993, exct:pt for a five A ·
percent decrease in the 1992 medical rates . Despite continued emphasi~ on cost controls, W
the 1990 level rates are insufficient to cover anticipated 1994 costs .
Premiums paid to Comprecare ha ve demonstrated trends similar to our experi ence in th e
self-fund ed medical plan . Rates charged to employees reflect these in creases as well as
costs associated with administering the program .
