HomeMy WebLinkAbout1993 Resolution No. 105RESOLUTION NO . ~ SERIES OF 1993 A RESOLUTION APPROVING HEALTH AND INSURANCE COSTS FOR FIRE DMSION MANAGERIAL AND SUPERVISORY EMPLOYEES OF THE CITY OF ENGLEWOOD FOR THE YEAR 1994 . WHEREAS, by Charter amendment effective April 13, 1981, City Council provided for the establishment of managerial employees within the service of the City of Englewood ; and WHERI\AS , by virtue of managerial dut ies assigned t.o these positions by the City Manager, it has been determined that they a.re managerial and therefore excluded from membership, participation , or representation in any collectively bargained employee system of the City of Englewood Fire Division ; and WHEREAS , under the Compensation and Benefits Plan for Fire Division manage,;oJ and supervisory employees, City Council desires t.o establish the insura,ce rates for I.he year 1994; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD . COLORADO, THAT : ~ The City will pay 85% per month of the premium cost for depend ent ond single coverage. Employees will poy 15% of the monthly premium cost for single and depend ent coverage. The costs to be paid by said employees for health and dental insurance cov erage shall be as follows: City Self-f.,mdrd · Medicel · 't 24.69/month for single coverage. $73 .10/month for family co verabe. Comorecare· $24. 71/month for single coverage . $69 .05/month for ii,,nily coverage. Part-time, Benefits-Eligible Employees . b. Confidential Empl oyees. c . Police Divisi on Man,,gerial and Supervisory Employees. d . General Serv ices Managerial and Supervisory Employees . e . 'ire Division Manageria l and Supervisory Employees . PREVIOUS C.Ol.JNCIL ACTI ON The previous resolutio ns for the above groups were approved ir, 1992 and we re effective for the time period from J.inuary 1, 1993 through December 31 , 1993 ST ANALYSIS The Ci ty of Englewood has established medical and dental insurance premiums for 1994 . Premiums for the seli-funded med ical and dental programs and Comprecare each reflect an increase of 12.5% over the 1993 rates. These increases are being impleme nted in order to ensure full funding of the level of health care benefits provided to the City's employees . The cost of medical and dental care provided through the self-insured programs has increased at average annual rates of 15% and 9% per employee, respective ly. This A experience is below the industry norms as a result of efforts to control costs through W emphasis on programs such as employee wellness. Cost control measures, coupled with the previous increase in the premium rates charged for this benefit, which were implemented in 1990, have allowed the City to carry the 1990 rates forward through 1993, except for a five A , percent decrease in the 1992 medical rates . Despite continueJ emphasis on cost controls, V the 1990 level rates are insufficient to <aver anticipated 1994 costs . Prem iums paid to Comprecare ha ve dem,:mstrated trends similar to our experience in the sell-funded medical plan. Rate, charged to employees reflect t:,~se incrtases as well as costs associated with administering the program .
