Administration Classification Department of Safety Services, Fire Division Allan Stanley, Director of Safety Services Kieth Lockwood, Division Chief, Fire Operations ls.st.JE/ ACTION PROPOSED The Department of Safet-; Services is requesting that Council adopt a resolution authorizing an experimental program to appoint five Safety Services Fire Divisi on administrative positions outside the classified sen~ces of the Career Service System . Authority for this program is established under City of Englewood Municipal Code, 3-11 -i. PREVIOUS COUNCIL ACTION Council passed Ordinance N o . 6, Series of 1992, all owing for the appointment of Safety Services Division Chiefs outside the Career Service System . BACKGROU ND With the recent resignation of two battalion chiefs and one firefighter, it has become necessary to adjust our staffing to accommodate the vacancies . A reduction in suppression personnel was made in order to fill administrative positions . In an effort to keep our command staff ranks at a minimum, pro,~de upward mobility within the organization, and maintain flexib ility for the management of the organization, the appointment of these positions outside of the Career Service System is a viable alternati ve . Pr,n 1ed on Recycled Pape, ~ STAFF ANALYSIS Appointment of certain personnel outside the Career Service System would allow flexibility in filling positions, and would provide equity for positions commensurate with responsibility , without violati ng th e Engl ewood Firefighters Association contract. Furthermore, it would allow for a person fill,ng a position to return to his or her previous assignment should it be.:ome necessa ry, based on performance or department need , or by mutual consent of the employee and the director. Positions included are: Training Coordinator, Fire Marshal , A1-sistant Fire Marshal, and Emergency Medical Services Coordiutor. These appointed positions would possess no rank, and would itllow filling of the positions w ithout increasing th e co mmand staff rank structure. Employees appointed to th ese positions would nc,t forfeit th eir status as classified emp loyees withi n th e Career Service System. The appointment of personnel to these positions would crea te vacancies at the suppression level , allowing for promotional opportunities. Staff memt-ers unanimously agret:d this process would pro,~de a tremendous boost to morale, which ha s suffered greatly due to the continued reductions of personnel and positions within th e Fire Di,~sion . FINANCIAL IMPACT The resignation of th e previously mentioned pe rso'1Ilel re sults in an annualized savings of approximately $189,000 . Dependent upon the salary ranges established ,~a a wage sUIVey for similar job functions , we anticipa te th e expense to be approximately $30,000 . Thi s would be a net sa,~ngs to the City of approximately $159,000, when compared to our •' pre,;ous a pproach of filling these positions wi th persons classified as Battalion Chiefs . • •
