A RESOLUTION DECLARING THE l!lTENTION OF TH E CITY COUNC IL OF ENGLEWOOD,
COLORADO, TO CREATE A SPECIAL I HPROVEH EtlT DISTRICT IN THE CITY', 'l'O BE
DESIGNATED AS PAVING DISTRICT tm. 35, ADOPTING DETAILS AND SPECIFICATIONS FOR
THE PROPOSED DISTRICT, AND DIRECTING PUBLICATION ANO MAILING OF THE NOTICE OF
HEARING TO THE OW NERS OF THE REAL PROPERTY Ht THE DI STRICT.
WHEREAS , the Colot"ado Oepat'tment of Tranaportatlo n ie in the
initial process of provid ing for constt'uction and inotaltati.on of atreet
paving, c1Jrb, gutter, and sidewa lk impt'oveme nto, t o gether with nece ssa ry
lncldentala, o n certain streets as s et forth i n this Resolution, a portion of
the costs of which are to be paid fro m l oca l participation, a nd
WHEREAS, the City Council of Enylewood, Colorado, has determlned
that it is necessary to create a local or spec ial improvement district within
the City for the purpoao of part ic ipating Ln payment of the c oats associated
with the constructio n and installation o f said street paving, cu rb, gutter, and
sidewalk improvements, and to assess part of the cost of t ho improvements
against tho real property specially b enefited by the improvements and included
within the district; and
WHEREAS, pursuant to the Charter o f the City and Title 11 ,
Chapter 2, of the Munici pa l Code of the City, the City Council, upon its ow n
initiative, has determined to proceed with the loca l participation in the
cons tr uction and i n sta llatio n o ' suc h improvl:!ments , provided however, that t he
City Co u nci l sha ll consider a ll protes ts and objec tio ns t hat may be made in
connection therewith p rio r to the creatio n of the specia l imprO\'ement district;
and
WHEREAS, pu r suant to a n o rder of the City Council , the City
Engineer has p r epared and f iled preliminary plans , specificat.ions, estimat es o f
cost, ma ps and schedu le s f o r the proposed improvements ;
BE IT RESOLVE D BY THE CITY COUHCIL OF THE CITY OF E NGLEWOOD ,
COLORADO :
1. The City Council h as determined there exists a necessity f o r
the co n struction and installation o f s tree t paving, cur b, gutter , and sidewalk
impr oveme nts, t ogethe r with nece s sary inc identals, on those streets whic h a.re
pa rt ic ul a rly se t f o rth in the n o tice o f hearing, and to create a special
i.m proveinent district f o r s uch p u rpose .
2. The Enginee r 's reports, t o gether wi th t h e preliminary
det ail s, speci ficati o n s, estimat e s of cost , maps and schedules prepared a nd
filed with the City Clerk are hereby appr o ved and adopted by the City Council
f o r u9c i n the cons tru ction and install ,1t ion of the improvements to be made i n
said spec la l improvement district .

notico sha ll ba mailed , postage pre pa id , to each kno wn o wner of real property
with in the propo ■ed district.

Recommend approval of a Resolution of intent to form Paving District No. JS 1992 on
Monday, February 3, 1992 .
PRJ!:VIOUS COUNCIL ACTION
City Council approved the 10 Year Paving Program in 1983. South Navajo Street was
proposed in this Program for years 7 and 8 (1992 and 1993) and owners were notified
by certified mail in 1983. Council held a Dueineas Town Meeting on January 2 9, 1992
to present the project to owners and tenants along South Navajo Street.
STAFF ANALYSIS
Navajo Truck Route h as been on the City's Master Street Plan since 1974. The
p r oposed p aving o f 4000 to 5000 S. Na v ajo Stre et r e prese nts y ears 7 and 8 of the
1983 10 Yea r Paving P rog r am.
The projec t will b e complete d i n t wo pha ses. The fi rs t pha s e will b e cons tructed i n
1 99 2 from Winderme re Street north of Jxford Avenue to Stanfo!'d Avenue, The seco nd
pha se , f r o m no r th of Tufts Avenue to Belleview Av enue, is antic ipated to foll o w in

CDOT is the major contributor to the funding o n thia project with S2,500,000. The
City is respunsible for. S61S,0 00 o f which which S532,000 will be recovered through
assessments to adjacent property owners.
