9 . Due to significant increase in the traffic activity at the intersection of East
Hampden Avenue and South Logan Street, the radii at the Northeast corner and
the Southeast corner (presently 15 feet or 20 feet respectively) should be improv ed.
New radiuses shall be approximately 35 feet. This .,;11 require the acquisition of
additional right-of-way at both corners . Furthermore, the Coastal Gas Station
sign at the Northeast comer needs to be relocated. These improvements shall be
co ord ina ted with the current signal upgra de proj ect by Sw , li sh Medical Center.

PREVIOUS COIJNCll. AC11ON
The City Council Cllnsldcred the Swedish Medical Center Planned Development on
January 16, 1989 Blid February 21, 1989 on the recommendation of the Planning
Commlsslon. The Council remanded the Planned Development to the Commission at
the reo_aest of Swedish Medical Center. The Commission reconsidered the remanded
Planr,ed Development on March 21 , 1989, and voted to refer It to City Council with a
favorable recornrnenda on. The City Council reconsidered the Planned Development
at a Public Heartng on May I 5, 1989 and approved the Planned Development on by
Resolution Number 30, Serifs of 1989.
In July 1989, Swedish Medical Center requested an·amendment to the Planned
Development to change the footprint of the lCU as proposed In the ortgtnal Plar·· ~d
development. The Planning Commission held a Public Heartng on the proposea
amendment on July 18, 1989 and voted to refer It to City Council with a favorable
r ecommendation . City Council considered the proposed amendment on August 21 ,
1989 and approved the amendment by resolution Number 4 7 , Series of 1989.
In May of 199G , Swedish Medi cal Center again r equested an amendment to the
Planned Development to add a six story, 61 1, space parking structure to
accommodated the n eeds of Medical Offi ce Building III and other users. The
Planning Commission considered this request at a Public Heartng on Augus t 7.
1990, end voted to refer It to City Council for approval with conditions . City Councl\aa..
considered the proposed amendment on October I, 1990 end approved the ...
amendment by Resolution Number 78, Serles of 1990.
STAff ARAL YSIS
The proposed em , dment to the Swedish Medical Center ts to add Medical Office
Building IV. The ortglnal Planned Development noted that such a facWty was
proposed, but no footprtJ>t or details were specified. This will be a 83,000 square
foot office building end parking w1ll be provided through the addition of two and one-
half floors to the South Logan Street parking structure. The Planning Commission
Included fourteen conditions as part of their approval. These conditions have been
agreed to by Swedish Medical Center.
At the April 20, 1992 City Council meeting, concern was expressed that Items 11
through 14, of the Planning Commlllslon recommendation were not spedflc as to
Implementation date. Dtscuss!ons between the Community Development and Public
Works staff following this meeting have concluded that these four conditions will be
Included with the preceding ten conditions, which are tx> be completed by the time
MOB IV ts completed .
BACKGROUND --
There has been a hea,th care facility at the location of SWecllsh Med1cal Center atnce
1905, when a sanatortum was opened for the care of tuberculosis patients. The
campus now Includes a 328 bed health care facWty, Craig Rehabilitation Hospital
(designated as the Rocky Mountain Regional Spinal Surgery Center), and the Rocky
Mountain Multiple SclerOSls Facillties. Additionally, there are three medical office
buildings on the main campus.
FINANCIAL
The financial benefit to the City ts Indirect. Swedish Medical Center and the
associated specialized health care facilities provide a major employment center on
the pertmeter of the downtown area. These facilities draw thousands of patients and
their fri ends and families to our community. Many professional people have located
their offices In Englewood because of these health care facilities and the number of
support services located In the area . Contacts with the City staff by developers
Indicate that the Swedish Medlcal Center ts a major anchor In the economic
d eve lo~mr nt of th,. City of Englewood . The presence of these facilities helps to
broaden the tax base, Increase City revenue through tncreasrd sales and provide the
benefits of add1ti0t1al medical support businesses.

The Applicant is requesting approval o! an amendment to the ex-
isting Swedish Medical center Planned Development. Th• amendment
would allow the construction of an 83,000 square foot Medical Of-
fice Building (MOB IV) on the southwest portion of the ■ain cam-
pus proper. To provide tor the required parking tor NOB IV, ex
pension of th"' existing Logan Street parking ■tructure is pro-
posed. Thia expansion was provided for on the original Planned
Development.
DESCRIPTION OP TRZ BQJJECT BITZ:
The Swedish Medical Center campuo is located on the east edge o!
the Central Business District and is part of the East Hupden Av-
enue Commercial corridor. The main ~••pus, bounded by last Gi-
rard Street, South Clarkson street, East Hampden Avenue and south
Logan Street, contains the 328 bed Medical Center, the 80 bed
Craig Rehabilitation Hospital, as well ea three Medical Office
Buildings. The adjacent area is a mix of couercial, office and
high density residential uses.

The subject property is identified as part of the high density
residence area and the East Hampden Avenue Commercial corridor in
the 1979 Comprehensive Plan.

In reviewing a Planned Development the following ■tandards are to
be applied.
l. Uses permitted. The use of the p~opkrty which is the
subject of the Planned Developaent, ■hall be a Permit-
ted Principal Use in the Zone Di ■trlct in which the De-
velopment i ■ locatad, or a u■e · permitted pursuant to
other provisions of the Zoning Ordinance.

Furthermore, the consistency o! the ov,a rall Planned Development
has been established through the approval o! the original P.O.
and the two subsequent amendment ■• The Comprehensive Plan r~cog-
nizes the long range expansion o! the Medical Center and notes
that it would be a catalyst for further revitalization o ! the
area .
3. The Planned Development'• relationship to it ■ surround-
ings shall be considered in order to avoid adverse ef-
fects to the existing and ·possible future development
caused by traffic circulation, building height or bulk,
lack of screening or intrusion• of privacy.
Ona of the ■tated purposes of the Planned Development procedure
i ■ to provide flexibility in de ■ign , A~ao, tha propoaed amend-
ment must be viewed in the context of. the entire campus develop-
ment. Given these parameters for analysis, the proposed Planned
Development amendment i ■ compatible with th"I existing area in
terms of the height, bulk and density of the development.
4. Minimum requirements for usable open apace shall be set
through the overall design and amenities proposed for
development.
Since the majority of the site ia in the R-3 Zone District, the
R-3 landscaping requirements for 25t of the total site to be
landscaped are applied to the entire development. With the addi-
tion of the Medical Office Building IV, the percentage of land-
scape coverage is reduced from 29t to 27t of the total site.
5 . The number of off-street parking spaces in the proposed
development shall not be leas than the requirement of
comprehensive Zoning ordinance .
In anticipating the need for additional parking, the original
Planned Development provided for six floors of parking in the Lo-
gan Street Parking Structure . currently there are three floors
with 306 spaces in the structure . Three floors will be added to
this structure 1.o provide !or a total of 615 spaces on six
floors. The parking requirements for office buildings is one
space for each 300 square feet o! net rentable area. Since no
estimate for the net rentable are» i ■ available, applying this
300 square foot standard to the gross floor area reveals that the
required parking would be 277 spaces. This is less than what is
be i ng provid ed in t he addition to the Logan Street parkin~ struc-
ture.

As a part of this PlaMed Development Amendment application, a
traffic impact analysis was required.

where the City bicycle and/or trail plan or the
Regional Bicycle Transportation Plan shows ■uch

Since this is essentially a redevelopment o f a portion of the
Swed ish Medical Center campu s, the drainage plan developed as a

co unt for the addition of MOB IV.

Test i mony was received concern i ng the proposed Planned Deve 1 opment . The
Comm i ssion received the Notice of Public Hearing and the Staff Report,
wh i ch were incorporated into and made a part of the record of the Publ ic
Hearing. After considering the statements of the witnesses and
re vi ew i~g the necessary documents, the member s of the C1ty Planning and
Zoning Co mm ission made the fo l lowing findings and conclus i ons .
FINDINGS OF FACT

THAT the proposed amendment will not alter the relationship of the
approved Planned Development to the Comprehensive Plan .
THAT Mr . David Rhyne, Architect, Davis Partnership, presented
testimony concerning the access and parking provisions for MOB I V.
7. THAT Mr. Dan We y'.and, Weyland Enterprises, presented test imony
concerning the valet parking operation.
8 . THAT the proposed Planned Development Amendment is in compliance
with applicable City Ordinances.
9. THAT the Department of Community Development recommended approval
of the amendment to the Swedish Medical Canter Planned Development
with the following conditions :
1. Installation of a new fire hydrant at the northeast corner of
Sou th Logan Street and East Hampden Avenue.
2. I nsta 11 at ion of the fire department connect ion for the fire
sprinkler system in MOB IV at the west end of the south wall.
3. The hammerhead turn-around should be 72 feet from end to end to
allow for adeQuate fire pumper turn i ng.
4. Minimum vertical clearance undern<,ath the pedestrian b r i dge
which connects MOB IV to the existing parking structure at South
Logan Street and East Girard Avenue must be 13 feet 6 i nches to
allow Fire Division vehicles acc e ss to the fire hydrant and fire
department connect i on at the west s i de of the C.C .U. add ition to
Swedish Med ical Center .

DECISION
THEREFORE, it is the decision of the Planning and Zoning Commission that
the proposed amendment to the Swedish Medical Center Planned Development
be approved subject to the following conditions and that the reQuest be
referred to the City Council with a favorable recommendation.
This decision was reached upon a vote on a motion made at the meeting of
the City Planning and Zoning Commission on April 7, 1992, by Mr . Covens,
seconded by Ms. Tobin, which motion states.
The Planning Commission recommend to the City Counci 1 the
Planned Development Amendment Number 3 for MOB IV, filed by
Swedish Medical Center be approved with the following
conditions :
1. Installation of a new fire hydrant at the northeast corner
South Logan Street and East Hampden Avenue.
2. Instal l ation of the fire department connection f o r the
fire sprinkler system in MOB IV at the west end of the south
wal 1.
