A RESOLtJnON AtmiORIZING A "NO FEE" PERMIT FOR THE CONVERSION OF WOOD
BURNING STOVES AND FIREPIACES 'lO SOLID FUEL BURNING DEVICES ntAT
COMPLY WITH COLORADO PHASI:: m AND EPA PHASE n STANDARDS .
WHEREAS . wood smoke emlsslons arc a leading cause of air polluUon tn the
Denver melropoUtan area: and
WHEREAS, the C ity Council of the City of Englewood ts concurrently enacting
legtslaUon which reslr1cts the tnslallaUon or soUd fuel burning dcvlces that do not
comply with Colorado Phase m and EPA Phase II standards for wood staves and
fireplace Inserts: and
WHEREAS, the Great Stave and Fireplace Change-Out ts a coopcratM: effort
among public and prtvatc organtzaUons to promote the voluntary conversion of staves
and fireplaces to clean-burning natural gas. pellet, and wood appliances: and
WHEREAS, to encourage citizen partldpaUon tn the Change-Out program, the City
or Englewood will Issue a "No-Fee" permit for the conversion or existing wood burning
stoves and fireplaces:
NOW, THEREFORE, BE rr RESOLVED BY THE CITY COUNCIL OF THE crrv OF
ENGLEWOOD, COLORADO , n!AT:
~-The City Manager or the City of Englewood ts hereby dlrcctcd to
eslabltsh "No Fee" building permits for the conversion ol existing wood burning staves
and fireplaces to those that conform with Colorado Phase DI and EPA Phase II
standards.
~-The duraUon of thts Resolution ts for a f><'r1od of one year from the date
approved.
ADOPTED AND APPROVED this 21st day of September, 1992.

ISSUE/ACTION PROPOSED
Staff recommends the adoption of a Resolution that would offer Incentives for

Englewood residents to convert their conventional woodburnlng stoves to clean-
burnJng appliances by allowing a "no cost" building penntt for the conversion. This
offer would be good for one year from the approval of this resolution.

BACKGROUND
The m etro area Is faced with three serious air quality problems : carbon monoxide,
particulate matter. and the Brown Cloud . A number of air pollutants, In addition to
particulate matter and carbon monoxi de. are released Into the atmosphere whenever
wood Is burned In conventional d ev ices. These pollutants are slgnillcantly decreased
wh en wood Is burned In a n ewer. technologtcally-advance d wood. natural gas , or
pellet appliance.
Engl ewood's Building Divisi on now Issues permits when a resident converts existing
woodburnJng unJts to cleaner burnJng appliances . The cost of permits average
between S I 5 and S35 . Thl s proposed Resolution wo11.ld waive tl1e fe es assoc ia ted

STAFF,' ANALYSIS •
The proposed Resolution will encourage Engl ewo od reside nts to convert t~elr existing
conventional woodburnJng devices to clean-burnln,; natural gas , pellet, or wood
a ppliances . By Issuing a "no cost" buJlcll ng perrnlt, r esidents w1ll have an economic
Inc entive to convert to appliances U1at are up to 90 percent cleaner than
conventional devi ces .
This proposed Resolution will add to other financial Ince ntives that arc being offered
In a cooperative effort among public and pr1vatr-organizations knowu as ''The Great
Stove and Fireplace Change -Out." This program, which runs through October,
encourages homeowners to replace tilelr cllrty -burntng wood stoves or fireplaces wltil
more environmentally sound appliances . Financial Incentives of the program Include
low interest loans and rebates . This proposed Resolution will strengthen the
Incentives for Englewood residents to participate.
It ts estimated that conversion rates from cllrty-burnlng to clean-burning appliances
are currently only about fh,e percent. This Resolution and the Change-Out program
are anticipat ed to Increase the conversion rate, which w1ll have a beneficial Impact
on air quality In the metro area .
FINANCIAL -By offer1ng citizens a "no cost" building permit to convert to a cleaner bumtng unit,
the City of Englewood would forego between $1 ,000 and SI ,500 tn pennlt fees for tile
next year . It's dlfflcult to put a monetary value on tile environmental benefits of
Englewood citizens converting to cl eaner-burnJng appliances .
