Housing Rehabilitation Project and Project RE -BUILD ;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, THAT:
&wm.l. That the Department of Community Development is hereby authorized to file
an application for an Arapahoe County 1993 Community Development Block Grant to fund
the Housing Rehabilitat ion Project and Project RE-BUILD for the City of Englewood,
Colorado.

ISSUE/ACTION PROPOSED
Staff seeks Council approval of a resolution authorizing the City to apply for 1993
Community Development Block Grant (CDBG) funding in the amount of $191,115.
PREVIOUS COUNCIL ACTION
Council has approved resolutions to file CDBG applications annually since 1977. In
addition, the City Council approved the execution of an Intergovernmental Agreement
b:.tween the C ity of EnglP.wood and Arapahoe County by passage of Ordinance No. 37,
Series of I 991.
BACKGROUND
The federal CDBG Program consists of the following objectives:
The Entitlement Program provides grants to units of local government and urban counties
to meet housing and community development needs . Th e primary objective of the Progra m
is th e development of viable urba n communities by:
I) providing d ece nt housing and a suitable li ving env ironment; a nd
2) exp anding economic opport uniti es, principa ll y for persons of low-and
moderate-i nco m e .
Th e objectiv e of the progra m is achie ve d throu gh a progra m de veloped by the loca l
gove rnment , which is des igned to giv e m axi mum pri ori ty to acrivities that will benefi t low -
and m oderate-income fa mili es o r wil l aid in the prevention or eliminati on of slum or blight.
The request for funds may also include activities des igned to meet other urgent A
development needs in th e community that pose a serious and immedi ate ,hreat to the health -
or welfare of the community if other financial resources are not available .
The activities that will best serve the objectives of the pr ogram will be d etermined by the
loca l government .
The funds, which are ap propriated annually by Congress for this program, are allocated by
statutory fonnula to each entitlement area . Arapahoe County is an ap proved entitlement
area, and grant funds are distributed on a fonnula basis to participating cities within
Arapahoe County.
In o rder to receive funds from the 1993 Arapahoe County CDBG Program, the local
gov ern ment must submit an application. Since the program is noncompetitive, the County
will evaluate the applications based on compliance with the Federal National Objectives.
Local Program Objectives :
For fiscal year 1993, a multi-project CDBG application is being proposed . Funds are being
requested to support the City's continuing Housing Rehabilitation Project and to provide
rehabilitation funds for project Re-BUILD in the following amounts:
1) $120,000 to rehabilitate 10 housing units throughout the City;
2) $ 60,000 to rehabilitate and sell 4 houses through Project Re-BUrLD;
3) $11,115 for administration .
STAFF ANALYSIS
Funding will allow the continuation of the Housing Rehabilitation Program and wil fund
the rehabilitatio n po rtion of Project Re-BUILD .
FINANCIAL
The exbting housing staff for the Community Development Department will be available to
administer the program. No additional monies or personnel will be required.
