ENGLEWOOD , COLORADO, REGARDING APPROVAL OF TH E SOUTH
SANTA FE DRIVE CORRIDOR IMPROVEMENTS STUDY.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ENGLEWOOD , COLORADO, THAT :

November, 1992, as prepared by the Tri-Cit:,, Planning Group, is hereby
approved . The Colorado Department ofTn · ,sportation is urged to incorporate
the r ecommendations of the plan into the desi gn and construction of Santa Fe
Drive and relatecl improvements in the Santa Fe Drive corridor.

ISSUE/ACTION PROPOSED
City Council is requested to adopt a resolution approving the South Santa Fe Drive Corridor
Improvements Study as prepared by the Tri-City Planning Group.
PREVIOUS PLANNING COMMISSION ACTION
The Planning Commission on March 17, 1992 adopted a recommendation that City Council
approve the Strategic Plan for the South Santa Fe Dri v e corridor. Likewise, on November
17, 1992 the Commission adopted a recommendation that City Council approve the South
Santa Fe Drive Corridor Improvement Study.
PREVIOUS COUNCIL ACTION
Ci ty Council. through Res olution N umber 53, Series of 1992, has ratified the Strategic Plan
fo r th~ South Santa Fe Drive area as prepared by the Tri-City Planning Group. This
Strategic Plan established 'le long term goals for the development of the Sant.: Fe corridor.
BACKGROUND
In 199 1 the Tri-City Planning Group was formed by the cities of Englewood, Sheridan, and
Li ttle ton in an attempt to provide a more coo rdinated and systematic approach to long
range strategic planning in areas th at are of mutual concern lo th e three co,n munities . As a
resul t, th e Tri-City Plann ing Grou p pr~p ared a Strategic Pl an for th e Souln Santa Fe Driv e
area focused on th e proposed improvements to be mad e lo South Sa nta Fe Dri ve by t.he
Colorado Depa rtment of Transp ortat io n.
STAFF ANALYSIS
'/nis stu d y was in iti ated by th e Tri -City Planning Group through the design firm EDAW to
atldress opportunities for aesthetic enhancement as a part of the long term plans of the
.... olorado Department of Transportation fo r improvements to South Santa Fe Drive. Th e
proposed improvements are a part of the regional transportation master plan develop ed by
DRCOG which designates South Santa Fe as a major north/south link between Denver and
th e southwest metro area. Th e corridor will bec:ome a mul ti-modal transportation elem ent
in th e regional transportation plan and will incl u de an expanded highway, high occupancy
ve hicl e lanes, mass transit system, and bike lanes as well as the existing rail lines .
The Study contains an inventory of the corridor, a design program with specific elements
and co st estimates for those elements . As such, this study provides the necessary design
criteria and documentation to present to the Department of Transpo:·tation in support of the
com munities' needs and desires for the future of the South Santa Fe Corridor.
TI,e specific design elements that will be incorporated Into CDOT's plan are divided into
two groups; urban design elements and landscape elements. The urban design elements
include : special form liners and color admixture for jersey barriers, sound walls, and
retaining walls; special forms, colors and textures f >r bridge stru,ctures; special paving
material or color; HOV lane markers; omamental poles for stree': lighting, traffic signals,
business dis trict slgnage, regulatory signs and community gateway signs; and fencing. The
landsca pe elements include: median and shoulder plantings; use of native grasses and
wildnowe.rs; and bike and pedestrian trails.
FINANCIAL
The financial Impact of adopting this Improvement Plan are slgn :ilcant in terms of the
fulure growth and development of the South Santa Fe Drive Corridor itself as well as
throughout the entire ci ty . This plan is the necessary first step in the physical improvement
of the hi ghway. Coupled with this will be a concerted effort to focus ec:momic
deve lo pm ent activity w ithin th e corridor to revitali ze, retain and attract new business to this
area. These actions wi ll substantiaily strengthen th e City's entire economic base .
One of the Ci ty's primary objectiv es in pursuing the Study has been to increase the
attractive ness of the Santa Fe Corridor through ae st hetic design elements, including
landscaping. Since the Departm en t of Transportation does not maintain land scaping
improvements, th e City will be expected to maintai n any landsca ping installed as a result of
th e study in the medians, shoulders , and gateways. Subject to the limitations of
Amendm ent 1, th ese co sts are expected to be offset by the increase in th e tax base ge nerated
as a resu lt of the proposed improvements.
