WHEREAS , th e Engl ewood City Council previou sly approved the 201 fac iliti es Long Range Maste r Plan in 1989 , the engineering and design contract. for the Phase Ia Proj ec t in 1989, th e construction managemt nt contract for th e Phase Ia proj ect in 1990, and the construction contract in 1990; and WHE REAS, the Pha se Ia Improvements proj ect at the Littleton/Englewood WWTP was completed on November 20 , 1992 , with all contract requirements met by the contractor; and WHEREAS , the project has been advertised for final payment and no liens have bee n fil ed nor are expected ; NOW , THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD , COLORADO, THAT: ~-The City Council of the City of Englewood, Colorado hereby accepts the Phase Ia Improvements Project at the Li t tleton/Englewood Wastewater Treatment Plant. PREVIOUS COUNCIL ACTION The previous actions taken, by resolution or motion, on this project are : 1. Approval of the 201 facilities Long Range Master Plan in 1989. 2. Approval or the engineering and design contract for the Phase la project in 1989. 3. Approval or the construction management contract for th e Phase la project in 1990. 4. Approval of the .:, nstruction contract in 1990. BACKGROUND Th e Long Range Mas :er Pl an was prepared in re spnr.se to the Colorado Department or Health requ irement for am monia removal al the L/i. WWTP and the need to plan for future facilities, for addition al ca pa city or treatment requirements, at the p;a nl sit e . The plar,, with a 20 year planni ng horizon, identifi ed facilities to ac hieve permit compliance, plant safety, odor control and cost opti miza ti on fo r th e faciliti es. The Ph ase Ia project is the fir st, and m~jor, step in mee tin g th e capacity and treatm ent requ irem ents al the plant for the next 20 years. The project imp acte d all pldnt faciliti es and processes, and achie ved: Retirement of the old Englewood WWfP Addition of ammonia removal facilities Renovation of the headworks facility, with odor control Retirement of the cryogenic oxygen system Supper. (acilil;es (operations center, maintenance shop, administrative offices and laboratory) Solids handling improvemen ts for process efficiency and odor control Removal of hazardous gases (chlorine am' sulfur dioxide) from the site Significant improvements in the ability tc, ~ontrol (prevent) odors Phases lb and le of the long range master pl an will complete the facility with regard to the capadty and process requirements of the L/E WwrP. The project was financed from the Water Pollution Control Revolving Fund (WPCRF) administered by the State with Environmental Protection Agency (EPA) funds. At the time of the WPCRF loan, the project was the largest funded project in the state and played a major role in establishing this program in Colorado. Repayment of the WPCRF loan will assure the continuance of this program in Colon,do and will be a long term benefit to water quality programs and projects in the state for a long time to come. The project must be accepted by the Owners for the WPCRF loan requirements to be met. Littleton and Englewood, as owners and WPCRF loan recipients, need to ac-cept the project to fulfill this requirement. A resolution to this effect will meet the requirement. Staff evaluation of the project is: The contractor, Summit Constructors, Inc (now Western Summit), has met all contract requirements and has made significant contributions to make this an excellent project. The engineer and construction manager, Brown & Caldwell, has provided excellent services to the cities, leading to a very successful project. Both of these companie , •.'.,ould be commended for their work on the Phase Ia Improve ments proj ect at the Littleton/Englewood Wastewater Treatment Plant. STAFF ANALYSIS The Phase la Improvements project at the Littleton/Englewood WWfP was completed on November 20, 1992, with all contract req uirements met by the contractor. The final contract amount was $26,224,363. The project has been advertised for final payment and no liens have been filed nor are expected. All ne w and rehabilitated facilities have been in full operational status since Se p te mber. The project ha s proceed ed in an excelle nt manner at all stages of th e project and the workm anship is first class quality. In all respects, this has been an excellent project. FINANCIAL Acce ptance o f the Pha se la Improvements pro ject will not affect th e financial conditions, eit her by increase or d ecrease, of the project .
