WHERF.1\5, the City o f EnglE!',iood is responsible for maintenance of
apprcximately 120 miles of public roac,ays in the City; and

V.a.intena..'ICe Divisions have develo;;,ed a system-wide maintenance program in
which t..>iey have foond Microsurfacing to be a viable, econanic preventive

~. previous construction ~rience and expanded product knowledge
has ca'1!led the staff of this Departm!nt to believe that local contractors do
not posNSS the specific pro&>ct knc:Mledge or constructiai apartiae to
construc:t Microsurfacing acceptable to City standards; and
1'1ilERFAS, staff of t.'le Public Works Depar'"..r.ent has evaluated the abilities
of and qiali ty of Microsurfacing utilizing a specific local aggregate and a
quick-set lfflllsion fran the Ergon Refinery in Vicksburg, Mississippi; and
I·~, Bituminous Asphalt Sealing Specialists, Inc. of North Little
Rock, Arkansas, has laboratory-tested and field-tested this product, and City
staff has evaluated the abilities of this ca,pany in placing Microsurfacing ,
and has discussed their work quality and product quality with other
goverm-ental agencies which have had years of experience with this ca,pany;
and

4-1-3-1 , Englewood Municipal Code 1985, allow contracts for public works or
i.rrprover-ents to be negotia~ed, provided that contracts for whi ch no

Council approval of a resolution allowing for an award of a neg, ,tiated contract to
Bituminous Asphalt Seal1Iig Specialists (BASS), Inc . of Arkansas for the 1991
Microsurfactng Program.
PREVIOUS COUNCIL ACTION
Resolution No . 45 , Serles 1990, and Resolution No . 23, Serles 1989·, approving and
awarding a negoti ated contract for the 1990 and 1989 Slurry Seal ?rngrams
respectively.
STAFF ANALYSIS
Staff ts recommending Mtcrosurfactng over traditional slurry seal applications
because It can be u sed for crack sealing, leveling and rut flllJng on industrial and
arterial streets . In our four years· eiqierlence \\1th "Englewood Slurry" and BASS ,
In c .. our co mplaints have not been a bout street closures but rather that more streets
h ave n ot been Included In our program. We co n tinu e to be satisfied \\1th our
product performance to date. Our r ec ommendation to switch fr om "Englewood
Slurry" to Mlcrosurfaclng Is based on two improvements . First. Mlcrosurfacl ng t an
be used In a broader range of problem corrections than E::1glewood Slurry. Se condly,
roadways may be reopened in as little as 20 minutes following application , versu s
U1e two h our requirement fo r Engle wood s lurry. The ex-tended pavement lo11gev1 ty
from our product application continues to look promJslng. It Is time to mov ~ forward
and a ddress many of our more h eavily utllJzed arterial , coll ec tor , and Industrial

BASS , In c. has the r equired equipment availa ble t o accomplish our pr ojec t betwee n
May 15 , and May 31. 1991.
BACKGROUND
Since 198 7 , an annual average of $230 ,000 has been spent out of the Public
Improvement Fund on contrac t street maintenance, primarily slurry seal. For the
last four years , the City h as n egoti ated with BASS , Inc . of Littl e Rock, Arkansas, to
come to Englewood to do thls work . This company has placed a t otal of 595,000
s quare yards of material (a pproximat ely 260 blocks or 32 miles) In Englewood . The
cost of "Englewood Slurry" placed by BASS In Englewood during I 990 was Si .35 per
square yard, for a total cost of approximately $250 ,000. Staff has been very satisfied
with U1e quallty of the product and the workmanship .
FINANCIAL
$321 .000 Is available In the Public Improvement Fund, Road & Bridge a ccount for
1991 . Total project cost for tile 1991 Mlcrosurfaclng Program will not exceed
$280,000 and will cover an estimated 160,000 square yards of p av em ent. For the
same rates of a ppllcation exp eri enced tn last year's slurry project, we anticip ate unit
prices of about S 1.09 for I 9 9 1.
