THE CITY OF ~ HEREBY AOOPTS ':HE FOLLavING: CITY CXJUNCIL GROOND RULES POLICY : I. S'lUlY SESSICJil POLICY: A. B. c. D. Material ai new information llllSt be received before study session to allow di&CUSsion in an educated fashion. No information presented without backup mat uial CM be presented, but no decision wi ll be made until all ~s have an opportunity to review the information. Requests for information or acting to a citizen's concern nust go through the City Mana ger's Office. Requests for information should result in information for all of City Co uncil. Ol d issues may be brought baci< for status update or as a result o f new information becaning available. If a Council Member wi shes to study t.'1e i ssue at greater length, ask Council for a consensus vote to proceed. A consensu s vote by City Council may be used to clarify direction to the City Manager . II. PUBL IC SESSICN PCLICT ,;. All matters of policy s ho ul d occur for debate and vote in pub lic forum . 8 . Presentat ion o f last l!Un ute information should be avoided whenever possible. If it is re l ated to an errergency situation, i t should be voted on by Cit y Council for support.
