WHEREAS, Merica' s cities are and will ccntinue to face arrounting
im.uu.cipal solid waste crisis stemni.ng fran continued closure of c:,.,usting
landfills; and
WHEREAS, cities ccntinue to ~.rience public "not-in-my-backyard"
opposition to the siting of t.raditional !Olid waste facilities; and
WHEREAS, cities nust have 11Vailable to than a variety of options in the
managerent and disposal of solid waste, including source reduction, recycling,
energy recove.ry through lf0dern waste oaib.lStion and lf0dern designed landfills;

Wl!EREI\S, in order to achieve the proper develO(llllllt of all solid waste
options, EPA must provide consistent and clear regulatory regimes that are
protective of human health and the environnent and provide the general ?,lblic
with greater '.:01\fidence in the sound managenant and operatioo of such
facilities; and
WHE.0.EAS, source reduction and recycling of solid waste not ooly affords
opportunities to increase the efficiency of our nation's managerent of natural
and material resoorces, but also provides ways to extend the life of existing
landfill resources and to i.nprove the efficiency of waste ccm,ustion; ar.d
WHERl:AS, in order to achieve sustainable recycling programs, addquate
markets nust be developed for recyclables to assure cities that material
separated fran the wa5te st.ream can be econcrnically retUITied to the stream of
camerce; and
WHEREAS, the present state of oversupply of sare materials separated
fran the waste st.ream creates a situation where materials are either not truly
recycled because they are not used by industry, or are recycled in an
uneconanic fashion where rrunicipalities, rather than receiv ing revenue fran
the sale of recyclables, rrust actually pay to have them recycled; and
WHEREAS, nunicipalities, in the course of conducting their day-to-day
activ ities are potentially large consurrers of products manufactured fran
recycled materials;

BE IT f1.JR'I"!-!E." RESOLVED that t.he U.S. Co ngress and the Administration
develop a National Waste Reduction and Recycling Policy which enphasi zes t.he
federal governnent ~rocurcrrent o f recycled goods , a national public education
program on resource con servation and recycling, the establishrrent of national,
state and regional reduction and recycling goods which take into account
regional difference s in end-use markets, and formation o f a national reduct ion
and recycling trust fund to assist :ocal gove!Tllre nts in ·che deve1o;:ment of
n!!<!ded recycling infrastructure , and the retrofits of existing c;olid waste
facilities, in addition to providing financial incentives to the private
sector t o expand facilities that will lead to incr eased end-use recyclables;
and
BE IT FURT!IER RESOLVED that the federal govemrent establish standards
for i dentifying the recycl.ability of oonsurrer goods, and that supermarkets and
other retailers assi st in the prcrrotion and display of the products within
store facilities; and
BE IT FURT!IER RESOLVED that the U.S. Congress and the Administration
encoorage product design and packaging which reduces the arrount of solid waste
and results in products m:,re llll!nable to recycling; and
BE IT FURT!IER RE&LVED that the federal government be encourag,!\1 to work
with the newspaper publishing industry to significantly increase the use of
recycled newsprint; and where appx-,priate, to develop standards for recycled
fib!r content for such ,-sprint; a. ,d
BE IT FURT!IER RESOLVED that the ,.,.s. Congress 'l!ld the Aani.nistrat ion take
aggressive steps where practicable, to ~ind substitutes for, or rercve for
production and comerce products containing toxic substances and catpOUnds of
concern, especially heavy netals such as lead, caani.=, nercury and chrani\J1\;
and
BE IT FURT!IER RESOLVED the EPA establish regional resea.rch centers to
acquire and disseminate information oo the rr>anagerent and disposal of
m.micipal solid waste and household haza.xdous waste; and
BE IT FURTHER RESOLVED that federal policies which a.xtificially lo..ier the
cost of production using virgin materials be eliminated to allow manufacturers
of recycled products to successfully carpete in the marketplace ; and
BE IT FURT!IER RESOLVED that the City of Englewood encourages the
establishment of programs to produce recycled products including office paper,
tissue prodicts , and other paper goods ; re-refined was te oil; and rretal goods;
and
BE IT FURI'HER RESOLVED that the City encou. age its residents and
l::.J i.nesses to seek actively and give preference to the p.,rchase of recycled
products; and
BE IT FURI'HER RESOLVED that the U.S. Conference of Mayors develop and
irrplerrent a National Local Governrrent Recycling Procurerrent Program with the
U.S . Envir onrrental Protection Agency to assist local govemrents in the
purchasing of recycled goods; and
s:: IT FURTHER RESOLVED that EPA develop air emission standards based on
t."e best available control technology for r:unicipal waste canbustors and that
the federal oovernrrent bear financial responsibility for necessary
rrodifications to such units resulting frc:rn changes in such regulations; and
BE IT FlJRTHl-.:R RESOLVED that the EPA i.mrediately develop regulations for
the safe iranagement and disposal o f :mmicipal waste can:,ustion ash under
subtitle D o f the Resource Conservation and Recovery Act.
