l'IHERF.AS, we face an international envirorvrental crisis that demands the
attention of the Tvrerican people and citizens of every nation in the world;
and
l'IIIERF.AS, we need to ccnfront envirorurental problems of increasing
severity, including climate change ; depletion of the stratospheric ozone
layer; loss o f forests, wetlands, and other wildlife habitats; acid rain; air
pollution; ocean pollution; and hazardous and solid waste buildup; and
1·n1EREAS, our cities and towns face increasingly urgent enviromental
concerns; near-capacity landfills; srrog-filled air; polluted oceans, lakes and
strea.Tt\S; and
1-MERF.AS, our cities and the rren and waren who lead them nust take . further
public policy initiatives to CCl!bat these envircmental ccncerns and encoorage
their citizens to recognize the enviroon-ental inl>act of their daily lives by
beocrning enviroonentall y responsible ccnstr.ers , cooserving energy, increasing
recycling efforts, and praroting environrrental responsibility in their
