HomeMy WebLinkAbout1990 Resolution No. 006~ RESOLUTION NO, ....L )SERIES OF 1990 A RESOLUTION OPPOSING H.B. 1007, CONCERNING URBAN RENEWAL AUTHORITIES , WHEREAS, Urban Renewal Authorities have been a mechanism for municipal governments to develop creative and practical tools for economic development within Colorado municipalities, and WHEREAS, the Englewood Urban Renewal Authority has developed property in downtown Englewood that has benefited its citizens as as its business community by providing greater retail options and upgrading property values, and well WHEREAS, Col,rado Revised Statute currently requires approval of redevelopment plans by the representative City Council or Town Board of Trustees, and WHEREAS, redevelopment plans must identify and include any property that may be subject to eminent domain procedures within the Urban Renewal Authority area, and WHEREAS, the general public affected by an Urban Renew al uthority represented are also represented by elected municipa _ officials and are, therefore, not without representation, and 0 WHErtEAS, the public currently may voice their approval or disapproval of an urban renewal authority's creation through the municipal public hearing p~ocess, and WHEREAS, H.B. 1007 would fragment the citizen input process through a complicated approval process involving a multitude of geographically-~verlapping local entities, and WHEREAS, H.B. 1007 will make it substantially more difficult for local officials to plan and implement locally-developed economic development plans, and · WHEREAS, Urban Renewal Authorities are currently required to obtain formal municipal approval of redevelopment pl ans including proposed takings by eminent domain, and WHEREAS, H.B. 1007 provisions on eminent domain conflict with existing statutes and could effectively eliminate th e use of eminent domain for Urban Renewal Authority purposes, NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF ENGLEWOOD CITY COUNCIL, THAT : section 1. The Englewood city Council believes H.B. 1007 would effectively destroy the Urban Renewal Authority process. r At 1:est: I, Patricia H.
