A RESOWl'IOO OPPOSING IIJUSE BILL 90 -1008, RELATING TO RESTRICTIOO S 00
OPERl\TIOOS OF HOUSING AU'lH)RITIES.
WHERF.AS, House Bill 90-1008, references current econanic conditions as
the basis for the legislation; and
l'IHEREAS, those conditions may change, thus possibly invalidating the
purpose of the legislation; and
WHEREI\S, the Bill provides for a City council to "reconstitute"
mem:iership on a housing authority without defining "reconstitute", nor
limiting the nurroer of tines a housing authority board may be "reconstituted"
by a City council ; and
l'IHEREAS, the proposed reporting rec;uirerrents placed upon housing
authorities, are costly and may require additional staffing in the Division of
Housing in the State Departrrent of Local Affairs; and
WHERE/IS, the Bill mandates a City Council to adopt procedures by which a
housing authority may be dissolved, even though there is no local econanic
danger or any desire to dissolve the housing authority; and
WHEREAS, the terms of carrnissicners are being proposed to change fran
five year appointments t o any term as defined by the local City council, thus
politicizing the appointrrent process;
IUI, THEREFORE, BE IT RF.SOLVED BY THE CITY CXXJNCIL OF THE CITY OF
