was considered by the Planning and Zoning :"<mnission at a Public Hearing on
August 7 , 1990; and
WHEREAS, the amenment application filed by Swedish t•Iedical Center for
the property located between East Girard Avenue, East Harrpden Avenue, South
Clarkson Street, a'1d 5outh Emerson Street is in carpliance with the Plann<?d
Development regulations and is consistent with the intent and purpose of the
cat;:,rehens ive Plan ; and

Section 1. The City of Eng lewood City Council hereby approves the
recarrrendat1ons of the Englewood Planning and Zoning Carrnission amenanents to
t.oe Planned lleveloprrent adopted hy Resolution No . 30, Series of 1989 and
Resolution No , 47, &J ries of 1989:

A. Signalization Upgrades : Up<.;rade t.oe traffic signalization at
the Clarkson /Hanpden and Clarkson/G irard intersections by the
installation of new multi-phase traffic controllers, l oop
detectors and interconnect wiring. These b." signals should be
intercomiected with the City 's master traffic control system.
B. Remove on-street parking fran both sides of Ha:rpden between
Clarkson and Errerson and install side-by-side left turn lanes on
East Hanpden Avenue in conjunction with the new garage.
c. Install flashing warning beacon on Clarkson Street at the acce, 3
to the prop:,sed gara<ce.
o. Monitor traffic volurres at the intersections o f Lc.>n/U.S. 285.
\'/hen the volume of eastbwnd to northbound l e ft turns reaches
200 vehicl es per hour, begin preliminary eng ;.neering s tudies to
construct double left t c.:n lanes . (The present maximum volume
is 160 to 1 n left t:J.I'ns per hour. )
E. U.S . 285/East Ha.,..-,&,n Intersection. It is approved that either
one of two actions be cai;:,leted:
1. Construct a continuous right turn l ane form the signalized
intersection at Gilpin/U.S . 285 to t.oe turnoff to East
Harrpden Avenue; or
2. Cl ose the acceleration lane at Gilpin and U.S . 285 and
construct a new deceleratbn l ane east of the East Hanpden
turr.off.

PREVIOUS COUNCIL ACTION
The City Council conside1:ed the Swedish Medical Planned Development at Pub lic Hear -
ing o n January 16, 1989 and February 2 1, 1989 on the r ecorr.m endati o n of the Plann ing
Commission . The Council remanded the Planned Development to the Commiss i on at the
request of Swedish l~edical Ce nt er. The Commission recon sidered the rema nded Pl anned
De velopment on March 21, 1989 1 and voted to refer it to the City Council wi th a
favorable recommendation . The City Council reconside red the Planned Development at
a public hearing on May 15, 1989 and approved the Planned Development. by Resolution
30 , series of 1989.
In July, 1 989, Swe dish Medical cent e r requested an amendm e nt to the Planned De ve l op-
ment to charige the footprin t of the ICU as proposed in the o rigi nal Planned Develop-
ment. 'l'he Planning Ccmmission held a public hearing on the proposed amendme nt on
Ju'.y 18, 1989 and voted to refer it to City Council with a favor11ble recomme nd ation.

1, 1989 and a pproved the amendment by Resolution 47, Se1:i es of 1989 .
STAFF ANALYSIS
The proposed amendrr.ont to the Swedish Medica l Ct.: ,ter Planned Development la to add a
six -story, 61 4 space parking structure t.o provide additional parking f ee Medical
Office Bu ilding III, and to provide addit iona l parking for Craig Hospi tal and other
users o f t he Swed is h Medical Center fa cilities. In approving the Planned De velop-
men t amendme nt, the Planning Commission included three sets of conditions which were
based upon the r ecommendation of the Traffic Analys i s that was car r ied out
ot the City 's r1view p r ocess. Swedish h "tdical cente r has agreed to a ll o f
conditiona.
There has been a health care hc i lity at the J.o cat ion o f Swedi s h Medical Center
since 1905 , when a sanato rium was opened f or the care u f T ·•berculo ■is patient ■• The
campus now includes a 328 bad health c are facility, Craig Rehabilitation Hospital
(designated as the Rocky Mountain Regional Spinal Surgery Ce nter), Spaulding
Re habilitatio,. Hospital, and the Roc ky Mount ai n Mu lt i p l e Sc lerosis facilities,
There are tw1.. Medical Office Buildings with a third one proposed for construction in
Fall of 1990, as pro v ided on the o r i g inal Pl anne d De v elopment.
The financial benef it to t he City i s indi r ect . Swedish Medical Canter and the as-
sociated specialized care: health facilities provide a ma jor employment center on the
perimeter of the Central Business District and draws thousa nds of patient ■ and their
families to our commu n i ty each ye a r . As a result of the recent expansion of Swedish
Mt,dical Cen ter, ma ny ancill a r y t.nd s u ppor t s ervices have loc11.ted i n En g lewood to

This matter came before the City Planning and Zoni ng Commission on August 7, 1990,
upon an application by Swedish Medica l Ce nter put·suant to the provisiono of Section
16-4-15 of the Englewood Mun icipal Co de, for pt·operty generally located between East
Girard Avenue, East Ha mpd en Avenue , South Cl a r kson Street and Sout h Emerson Street .
The a pplicant , represen ted by David Rhyne, At·chitect, Da v is Partr 1Jrship , was p r 'e nt
and gave test imo ny and evid ence before the Corrun i s sion. The Staff Report and oral
t 1timony were receiv ed a nd inco 1·pora ted into the recc rd of the Public Hearing.
After considering t he statements o f witnesses and reviewing the relevant documents,
the City Planning and z oning Commission made the fol l owing findings and conclusions.
FINDING S OF FACT
l. THAT the Public Hearing was initiated by the filing of an applicat ion for amend-
ment to the approved Swedish Medic al Center ?lanned Development for p roperty
generally located betwe-en East Gi1·ard Avenue, East Hampden Avenue , Sou th Clark-
son Street and South Emerson Stree-t.
2. THAT the notice of the Public Hearing was pub lished in the Englewoo d Sentinel,
the official City no•,,:spa.pe r, on l•:ay 24, 1990, and the property wa s posted in two
locations for no t less th a n fifteen days prio1· to the Public Hear ing.
J . THAT this request pertains to the addition o f a 614 space, six-story parking
sti-uctura to the Swedis h Me d ical Cente1· Planned De velopment approved by City
Co uncil Resolu tJ.on 130 , Series o f 1989, and amended by Resolution #47, Se ·1 ea of
\999.
4. THA T the amendment was made necessary by the need to pro'lide conv enient oft-
street parking in the area ad jacent t o Med ic al Off ice Build ing III and Craig
Rehabilitation Hospital
5. THAT the proposed a mendment wil l no t a lter t he relationship of +:he approve
Planned Deve l opment to the Com p r e h ens ive Plan.
6. THAT Mr. David Rhyne , Architect, Dav i a Partnership , t estified:
a. Medical Office Building II was leased to capacity before it was construct-
ed, thus necessitating constru ction of Medical Office Building III aooner
than initially anticipated.
b. Future campus developme nt neces s itates a parki ng strur:cura east of South
Clarkson Street.
c. Expansion of the East Hampden Avenue parking structure would be too costly
and the East Girard/South Logan parking structure is located too far a way
to provide convenient access to Medical Office Bu ilding III.
7. THAT Hr. Bill Studnicka 1 Director of Bu ild i ng and Grounds , Swe dish Medical Cen-
ter, stated that a long-range plan f o r the ?-!edical Center is <;o be initiated in
1991.
8, THAT no one else wished to speak in favor of, or in opposition t o , the proposed
Planned Development amendment.
9. THAT the proposed Planned De v el o pment Amen dment had been reviewed by the City
Technical Review Committee, and it is in compliance with applicable City
Ordinances.
10 . THAT the Department o f Community Development recommended approval of the a1Tend
ment to the Swedish Medical Center Planned Development with the followin
conditions :
l. Traffic operat ions .

a. U.S. 285/East Hampden Intersection. Thia intersection, which allow ■
westbound traffic on U.S. 285 to right turn (enter only) on to Hampd
1'venue, r see a dangerous problem because there is not a deceleratio
lane in adv ance of t he turnoff. The problem ia compounded by an ac-
celeration lane for the sig nali:ed inter section of U.S . 28S/Gilpin
which is located about SOC feet to the east. This acceleration lane
enda about 200 feet east of the East Ha mpden tuL"noff. To correc t th i e
problem, it is recommended thnt either one o f two actions be
completed :
(1) c onst ruct a continuo us right tu rn lane fr o 7i the signalizerl inter-
sect i on at Gilpin/u.s. 285 to t he turnoff to East Hampden Avenue;
or
(2) Close the acceleration lane at

acce ss .
4. Complete the u pgrading of the aig nals at Down i ng and Hampden, Logan and
Hampden, and Log an and Girard as required by the o r iginal Pl anned Develop-
ment but not }'et implemented.
5. An additional tra ff ic analysis shall be submit.tad if:
a. Additional hospital or office expansion which wou ld require added
pa r king , is p r oposed or;
b. An additional ame ndment to the Planned De velopment is requested.
Thie traffic analysis will be based upon anticipated build-out conditions
o f the campu s.
CONCLUSIONS
l. THAT proper not ice was given of the Public Hearing held on August 1 , 1990.
2. THAT the amendment to the Swedish Medical Center Planned Development wa a con-
aidared by the Planning and Zoning commisaion at a Public Hearing on Au gutc 1,
1990.
3 . THAT the amendment application filed by Swedish Medica l Center for the property
generally located between East Girard Avenue, East Hampden Avenue, South Clark -
son Street, and south Emerson Street is in compliance with the Planned Develop-
ment regulations.
4. THAT the proposed Planned Development Amendment is cons istent wit h the · i n:ent
and purpose of the Comprehensive Plan .

RECOt-U.fENDATION
THEREFCRE, it is the decision of the Planning and Zoning Comm iselon that the ap-
plication by Swedi sh Medical Center for an amendment to the Sw e di sh Medical Cante
Planned Development te approved with the following conditions and that the request
be referred to City Council with a favorable recommendation.
Upo n a vote on the motion made at the meeting o f the City Planning and Zoning Com-
mission on August 1, 1990, by Mrs. Oaviet, seconded by Mr s. Tobin, which motion
states:
"The Planning c ommission approve the amendment to the Planned Development filed by
Swedish Medical Center and refer the Planned Development to City Council for
favorable consideration. The following conditions are incorporated as part of the
appr oval of the Commission:
1. Traffic operations.
a. signaliution Upgrades: Upgrade the tra ffic signalization at the
Clarkson /Ham pden and Clarkson/Girard inte rsections by the installation
of new mul ti-phase traffic controllers , loop detectors and intercon-

The Swedish Medical Center Campu s 1.s l oc ated on the east edge of the Central Busi -

prove , condit ionally approve, or disapprove the Planned Development amendment must

REQUEST:
The proposed amendment to t he Planned Development is fc-r the addition of a six
story , 614 space park i ng structure. Tha capacity o f tho parking structure is baser.!
on the parking requirement for the Medical Office Buildin-:, III, and to provide addi -
tional parking for Craig Hospital and other use r s of the Swedish f.1 ~dical Center
facilities. The parking structu re will have two venicular access points, one on
South Clarkson Street, and one on East Hampden 1\venu e . Pedest r ian access to the
main campus wj 11 be provided via an overhead wal kway connected to the Medica l Office
Building III (MOB III). It may also b e possib le to construct a ramp to C. •i g
Hospital.
DEPARTMENT OF COM?-ruNITY DEVELOPMENT ANALYSIS:
The stated purpo se of the Planned Oevelop:n ent District Ordinance is:
t o permit and encourage div ersificat ion in the l ocation of structu res and
t he a p propriate relationship of various uses ,nd structures to thei r s i tea with-
out inhibiting t he pote ntial advantages of new and im aginative technique s and
concepts of design of urban land use. These regulations a r e further intended to
insure improved pedestrian and vehi c ular c irculation facilities and the provl -
fiion of usable open space while i nsur ing adequate standa rds relating to the
public health, safety, welfare and convenience in the use and occupancy of
build ing and fa cilit ies ,
Furt hermore , the Ord i na nce provides specific standards wit h which the propose
Developme nt Plan mu s t comply. These standards are:

The consistency of the Swedish Medical Center Planned Development has been es-
t a b lished through the approval of the o riginal Planned De velo pment and a sub sequent
ame nd .. ,ent. Specif ically , the Com prehensive Plan recognizes the long range expansio n
o f the Medical Center a nd notes that it would be a catalyst for further revit al i za-
tion in the area .
3. The Planned Development• s relation ship to its surroundings shall b e con -
sidi!red i n order to avo id ad verse effects to the existing and possible fu -
tu re deve lopment caused by traffic circulation, build ing height or bulk,
lack of sc reening, or intrusions of privacy .
The context within whic h this proposed amendm ent must be analyzed i s the entire
Swedjsh Medical Center c ampus and n ot j u st the specific property upon which the
park .ng garagd is locat e d . In reviewing the sit e plan, the staff gave consideration
to 1 he n eed for parking not on l y for the Medic al Offi ce Buildings , but also the
ot her functions o r act ivitie s that are provided by the Med i ca l Ce nt er as we ll as
Craig Hospital, and the irnp a c:t the proposed parking struct :•re woul d have on the
neighborhr 'Jd .
One o f t he purposes of the Planned Development procedure is to p rovide flexibility
in d esign. Wh ile the setbacks of the proposed st r ucture :.re less than the R-3 Dis-
tr i ct specifies, and t:1e he ight is i n excess of the ma ximurr,, the impact on the
ne i ghborhood must be viewed in terms of wha t the i mpact ~,o uld be if an equivalent
amou n t of sur f ace parki ng we re provided. Likewise , the pa r king spaces that are pro-
vided in excess o f the requiremen t f o r MOB III will alleviate p arking congestion on
the str e ets adjacent to the campus .
4. Minimum requirements f o-c usable open space sha ll be s et through the overall
design and amenities proposed for the development .
The R-3 Zone District requires t h at 2 5\ o f the lot area be provided as open apace .

fe atures as wi ll assure privacy and a pleasant 1mvi ronment .
c. If the area of the development is such that ar, interna l street cir-
culation system is necessary, such a system shall be designed for the
type of traf fic that will be generated, and all curbs at entrances and
other access points shall have ramps to facilitate access for the
handicapped and bicycles.
d . Bicycle and pedestrian trails are to be provided where the City bicy-
cle and/or trail plan or the Regional Bicycle Transportation Plan
shows such trail or trail corridor.
e. The site p lan shall prov ide for the maximum preservetion o f natural
drainage areas, vegetation and other desirable natural features.
The location of the proposed parking structure is not adjacent to any single-!amily
use structures. The property immediately surrounding the proposed parking structure
is ownrd b y Swedish as well as the majority of the property in this block. The
residen+-.ial structure that is north of the proposed atructure has been converted t c)
office space for the Swedish Medical Center Foundation. East of the p1·oposed .1truc
ture is a 23 unit apartment building owned b r Swedish and used to house patients and
their families that require long term care.
When considering the overall impacts of the proposed parking structure upon the
area, i t is necessary to balance these impacts wit h the following considerations.
First, thR area will develop. The Swedish Medical Center long range plan calls for
t h e additional medical offices to be developed on this side of the campus. Second,
sufficient on-site parking is critical i n this area because any parklng splllover
into the adjacent single-family and multi-family residenti al areas significantly
impac t s these areas and the City is ColT'mitted to elimi nati ng or minimiz.ing these
types of impacts. Finally, givon the requirement for adequate on-site parking, the
overall impact o f structured parking, while differe11t from those that would be
generate d if the same amount of surface parking were to be provided , are less.
The i mpac t of vehicular traffic generated by the med ical facilities upon this erea
has long been a maj o r concern of both t he City and S·,1edish. Much time and effort
has been expended in the identification o f those impacts and the design of measures
to suitably mitigate those impacts . The origina l Planned Development and lts first
amendment incl ud ed t raffic analyses , the result of wh.ch were specific recommenda -
tions that becau e.e condi tions for app r ov al of the orig i nal Planned Development and
the first amendment. Likewise, staff has requested an updated traffic analysis that
focuses on the particular impacts associa ted with the proposed parking stru cture as
it re la tea to the adjacent streets.
Structured parking can succ:e1Hlfully eliminate the impacts inherent i n surfece park
ing; however, such concentration of parki ng can result in i mpac ts of its ow n . Thea
impacts heve been identified in the traffic anal ysis an,~ the staff is of the opinion

Traffi,: Impact Ar.1lyais states :
Th& principal traffic im pacts associated with the current ')wodiah Medical Center
expansion plan wi ll t.e manifest in the imm ediate vicinity of the medical office
building ~nd garage construction si-:es. The focus o f the traffic im pacts will
be at th,i inter section of Hampden 1-venuo and Clarkson Stt·eets, out the o v erall
impacta will also be felt at the Clarkso n /u.s. 285 intersectio11; the i ntersec-
tion of U.S . 285 and Ham9den ( "Old Hampden") east of I..afay tte Street/ the
Hampden Logan intersection; and the Clarkson/Girard intersection. 1\s previously
derr.onstra: 1 , however, the impacts at all of the se intersections are not high
enough tc., cause any one of them to move out of the "under capacity" 1 Level of
Service "C" c ategory. Le v el of service "C" is generally considered to be a very
acce ptable traffic condition in an urban area.
The following are the recomme ndations of the Analysis:
1. Traffic Operations.
Signalizatio. Upgrades: Upgrade the traff ic signalization at the
Clarkson/Hampden and Clarkson /Girard intersections by the installation
o f new multi -phase tra f fic cont t·ollers , loop detectors and intercon-
nect wi r ing. These t\JO signals shou l d be interci.>nnected with the
city 's ma s t.er t r affic c o ntrol system.

the volume of east:.hound to northbou nd l eft turns reaches 200 ve hicle s
per hour, begin :,rf•liminary engineering studies t o construct double
left turn lQnes. (The present maximum volume is 160 to 110 left turns
per hour.)
e. U.S. 285/0ld Hampden Intersection . This intersection , which allows
westbour.d traffic on U.S . ::/85 to right tut·n (ent er only ) on to Hamp d en
Avenue, poses a dangerou s pro blem because t here is not a deceleration
lane in advance of t he turnoff. The problem is compounded by an ac -
celeration lane for the signalized intereection of U.S. 285/Gilpin
which is located 11bout 500 feet to the east. This acceleration lane
ends about 200 feet east o f the Old Hampden turnoff. To correct this
problem, it is recommended that either one of twC'I actions be
comp leted :
(l) construct a continuous right tt:rn lano from the signalized inter-
section or Gilpin/U .s. 285 to the turnoff to Old Hampden road;
or

(2) Cl ose the acceleration lane at Gilpin and const ru ct a new
deceleration lane east of the o l d Ham pden turnoff. (An
accelerat:.ion lane a t this intersection is inappropriate. I

DEPARTMENT OF COMMUNITY DEVELOPMENT RECOHHENDATION :
It is the recommendation o f the Department of c ommun ity Development that the Swedish
Medical Center Planned Development Amendment should be approved with the following
conditions:
l. The i r.~orporation of the above recommendations;
2. The upgrading of the signals at Do wning and Hampden, Logan and Hampden, and
Logan and Girard as requ i red by the original Planned Development, but not
yet implemented .
