COUNCIL COMMUNICATION
DATE AGENDA ITEM SUBJECT Resolut i on re:
Englewo od Col f Course.
October 1, 1990 11 { f)
INITIATED BY Parks &: Recreation Commiss ion
STAFF SOURCE Sharon Winkle, Dir . of Library/Recreation Services
ISSUE/ACTION PROPOSED
Adopt the resolution establishing Englewood Municipal Golf Course fees ef f ective
October l 5, 1990.
PREV IOUS COUNCIL ACTION
City Council last took action regarding Englewood Municipa l Co l f Course fees in
Resolutio n No. 38 Series o f 1987 which established current fees.
STAPF ANALYSIS
Department o f Library and Rec reat ion Serv ices staff is keen ly aware of the need to
fund golf services via the Col f Course Fund and therefore desires to generate the
funds necessary to opera te a high quality c.o urse for the benefit of Engl e wood
residents and others over the long term.
Staff has evaluated the operating and c apital needs of Englewoo d Municipa l Go lf
Course as well as its position i n the l ocal market. It is the reco mmendation of
st.aff that Englewood Municipal Golf Co u rse striv e to ma intain its current ma rket
posit ion as a challenging, h igh -q uality "mid-range" cou rse both in orde r to meet the
expectations of its customers and to maintai n an effec t i v e revenue position.
BACKGROUND
At its meeting of August 9, 19 90, tho Parks and Recreation Com.'fl ission determined to
recommend to Ci ty Council that " ... the golf feGs, as proposed by staff for 19 9 1, be
ma de effective October 1, 1990." The mot i o n passed unanimously . Thia decision of
the Commission was made following review and discussion o f recommended fees for
199 1, 1992, a nd 1993 as prepared by Recreation Se rvice Manager Mark J<indahl and
presented by Library and Re c reation se1.·v ice s Direc tor Sharo n Winkle. Thia sch•dula
.,--of proposed tees is attached for the in(orm&tion of Council.
Recreation service Manager Kindahl has prepared F~ 1991 revenue eatimatea for the
Golt c ou r ■e baaed on implementation of the 1991 fees recomm ended by the ataff and
the Parka and Recreation Commission. The two revenue source ■ which would be moat
ai9niticantly affected by the proposed fee schedule are Green Fees and Gol f cart
Rental a .
Staff estimates that green fees collected in 1991 will increase Sll0,000 when
compared with budgeted 1990 revenues due to the proposed fee increase and that golf
cart rentala will increase S1S,000 in 1991 compared with 1990 due to the propoaed
fee increaea. Stkff estimate ■ that Driving Range revenue ■ will increa ■• S12,000 in
1991 compared with 1990 due to two maj or factors: 1) Continued impact of the 1990
light inatallation which incroaaea daily availability of the range, and 2) Propo ■ed
fee increa ■ea.
Revenue ■ to the Golf Course t'und support Golf Courae Operations and Golf course
Maintenance operating and capital needs . No major changes to operating expe nditure ■
are anticipated during the next fi ve-year period. The attached tabla preaents major
capital needs anticipated for Operations and Maintenance in 1991-199S.
