The City of Englewood declares its intent to ewropriate water "Traiitlii sooth Platte River and its tributaries as rrore fully described below. Sectioo 2. The City Attorney is authorized to cx:mrence appropriate cx:mt ~ accaiplish the apprq,riatioo of water fran the South Platte River and its tributaries as set forth herein. Section 3. The City of Englewood 11uthorizes and directs its utilities offic~take necessary physical acts and other actia'IS to moke the apprq,riations, including the posting of signs and other giving of notice and the obtaining and utilization of engineering. PREVIOUS COUNCIL ACTION None, STAFP' ANALYSIS It appears that several addi tional water r : .r·t11 and e xchanges wo uld enhance Englewood's raw water s upply , e ven wit h a 1:,90 appropriation date. The a dditiona l right• include direct flow rights at the Un ion Avenue Intake, storage r ights at the Centennial Park gravel pits and add i t ional storage rights in HcLellan Reservoi r . The exchange s include the McB r..::iom Dit ':'h Exchange, which would allow water available at the HcBroom Ditch heodgate to be taken at other points along t he south Platte Riv e :-, and t he Well Water Exchange, which wi ll permit water t o b e t aken out of the South Platte River if well water is put into the r iver system at a downstream point . BACKGROUND A 1990 appropriation date for a direct flow right ,s a junior right i n t he Colorado wa ter system. However, there are periods of the year when thia right wo u ld be i n priority and water could be taken , An exchange such as the one ■ listed c an be u aed to tran ■po rt wa t er that is a v ailable at dow ,1tream locations to upstream locatio na without constructing pump stations and pipelines, providing certain river conditions are met . The storage rights at the Union Avenu !! (C e ntennhl Park) gravel pit a would g i.ve Englewood the ability to use the gravel pit ■ to store water available i n we t periods of the year u ntil it was needed i n drier periods . The additional stor .1Jge right s at HcLellan Reservoir wou ld not provide additional physical capacity at t he re ■ervoir, but would allow additional amounts of water to be called for and stored by the reservoir each year. ~ Tho filin9 foH for thHo application ■ will bo approximately $150 ,00.
