CITIZEN PARTICIPATION PLAN
for the Commun i ty Development Block Grant (CDBG) Program
Pursuant to section l04(a)(3) of the Housing and co~munity
Development Act of 1974 , a s amended , this Citizen Participation Plan
is hereby adopted to ensure that the citizens of the City of
Englewood, particularly persons of low and moderate income residing
in slum and blight areas and in areas in which CDBG funds are
proposed to be ut ed, are provided the opportunity and encouraged to
participate in the planning and implementation of CDBG-funded
activities .
?ublic Hearin9s
Public hearings will be the primary means of obtaining citizen news
and responding to proposals and questions rela t ed to community
development and housing needs , proposed CDBG activities and past CDBG
performance .
Prior to submitti ng a CDBG application to the state , the City of
Englewood will conduct at least one public hearing to identify
community development and housing needs, including the needs of low
and moderate income persons, as well as other ne e ds in the community
that might be addressed through the CDBG program, and to review
r-proposed CDBG activities and t h~ past performance of the City of
Englewood in carrying out its CDBG responsibilities . In the event
CDBG funds are granted by the state, the City of Englewood will
conduct at least one additional public hearing to allow citizens to
review and co mmen t on its performance in carrying out its CDBG
program.
Formal public notice will be provided at least five (5) days prior to
such public hearings . As circumstances warrant and as the City of
Englewood determines necessary or appropriate, notice may
additionally be specifically directed to persons of low and moderate
inco~e, those benefitting from or affected by CDBG activities and/or
representatives of such persons. Hearings will be held at times and
locations convenient to potential and actual beneficiaries, and with
accommodation for the handicapped. l~ the case of public hearings
where a significant number of non-English speaking residents can be
r e asonably expected to participate, arrangements will be made to have
an interpreter present .
Public Information and Records
Information and records regarding the proposed and past use of CDBG
funds will be available at Englewood City Hall during regular office
hours. The public will be so informed by public notice .
The City of Eng l ,ood will provide technical assistance to groupa
representative of parsons of low and moderate income that request
assistance in developing CDBG proposals. The level and type of
assistance appropriate will be determined by the City of Englewood
based on its ability to provide or arrange for such assistance , the
cost of providing such assistance and other relevant factors .

Council has approved resolutions to file COBG applications annually aince 1977,

Funding will allow the continuation of the Hou Ping Rehabilitation Program plua the
special projects of WHERE, I n c. and Urban Homesteading Program .
BACKOROUND
The Federal Program:
The Small Cities Program provides grants to units of l ocal government in both
metropolitan and non-metropolitan areas to meet hous ing and commu nity development
needs . The primary objective of the S:nall Cities Program is the development ot vi-
able urban corrunun ities by : l) providing decent hou sing and a suitable living en-
Vironment; and 2) expanding economic opportunities, principally for pt;trsons of low
and moderate income .
The objective of the Small Cities Program is achieved through a plan or program de-
veloped by the local government which la designed to give maximum pr iority to thoee
activities which will benefit low and mode rate income families or which will a.id in
the prevention or elimination of alum or b light. Th e requeDt for funds may allo
incl ud e activities wh ich are designed to meet other urgent deve lopment needs in the
community wh ich pose a serious and immediate threat to the health or welfare of the
community it other financial resources are not available.
The choice of activities i ■ a determination which ha ■ to be made by the local

To compet,1 in the small Cities Program the local government mui;t submit an applica-
tion . Since the program is competitive 6nd the demand f o r grants usually far ex--
ceeda the av,l ila b le funds, the State will evaluate the applications on three major
factora1 Project Impa ct , Public and Privat.e Commitments, and Management Capability ,
Final funding decisions on all applications will be made by the Executive Director
of the State Department ot Local Aft'aire baaed 011 recommendations of the State COBO
Advisory Committee .
Thft Lo ca l Program :
For FY91, a s .lngle-purpose CDBG application is being proposed . Funds are being re•
quested to support the City's continuing rlousing Rehabilitation Project with the
following amounts:
l) $180,000 to rehabilitate 2S housing units throughout the City;
2) $165,000 for ·wHERE, Inc. Phase V to replace 10 mobile home units, and to demo
six vacant cabins and one vacant house in three mobile home parks along South
Santa Fe Drive;
3) $50,000 for the Urban Homesteading Program to assist i n the purchase and/or
rehabilitation of fi ve units; and
4) $25,000 for administration.
All CDBG applicants must have and follow a Citizen Participation (CP) Plan and, if
awarded, a Residential Antidisplacement and Relocation Assistance Plan. Copies of
the adopted plane must be submitted to t he State with each CDBG application. All
applicants must certify at the time of application, that they are following a CP
Plan and, if awarded CDBG funds, that t:.hey will follow a residential antidisplace-
mant and relocation a':lsietance plan. City staff is current ly following the sugges-
ted plan a as recommended by the State .
The Englewood Housing Authority Board of Commissioners at their December 6, 1990
meeting will cons ider supporting the filing of the CDBG application. Citizen par-
ticipation in the application process will be provided for within an administrative
public hearing to be held at 6:00 P .H. on December 13 , 1990 ,

The approved 1991 budget for the Community De v elopment Department wil l be avai:.able
to administer the program. No additional monies will be required.
