WHEREAS, the Slrall Cities Program provides granls to local goverments
to rreet housing and camruni ty develO{ffl'nt needs; and
WHEREAS, to ca,pete ir the small Ci.ties Program, local goverm,ents nust

WHEREAS, pursuant to Section l04(a)(3) of the Housing and Cam,,Jllity
Deve loi;xrent Act-of 1974, as airended, the Citizen Participation Plan nust be
approved by cit i es applying for this program; and
WIIERFAS, the City o f Englewood has received a notice of fund
availability; and
WHEREAS, the City of Englewood held a public hearing to c:a11?1Y with the
requireirents of the Comm.mity Developrent Block Grant (CllB;;) application on
oecenoer 14, 1988; and
WHEREAS, the Departrrents of Camrunity DevelOEJl"'nt and Engineering
Se rvices desire to apply for these funds for a nul.ti-purpose Srall Cities

section 2. The Citize n Participation Plan for the Ccmmmity Developrent
Block Grant Program, a copy of which is attached hereto and incorporated
herei n by reference, is hereby adopted.
section 3. If awarded Fiscal Year 1989 Ccmnunity Develoi;xrent Block
Grant funds, the City will agree to follow a residential antidisplacenent and
relocation assistance plan .
Section 4. 'lhe Mayor and City Clerk are authorized to sign and attest
all necessary fotma, doc:lffl!nts, usurances and certifications for the 9nall

CITIZEN PARTICIPATION PLAN
for the Community Developm~nt Rlock Grant (CDBG) Program
A.,ursuant to s~ction 104(a)(3) of the Housing and Communit y
Wc;e velopment Act of 1974, as amended, this Citizen Participation Plan
is hereby adopted to ensure that the citizens of the City of
Englewood, r~rtfcularly persons of low and moderate income residing
in slum and ~light areas and in areas in which COBG funds are
proposed to be used, are proviJed the opportunity and encouraged to
participate in the ~Janning and Implementation of CDBG-funded
activities.
Public Hearings
Public hearings will be the primary means of obtaining citizen news
and responding to proposals and questions r ~lated to community
development and housing needs, proposed CDBG activities and past CDBG
performance.
Prior to submitting a COBG aFplication to the State, the City of
Englewood will conduct at least one public hearing to identify
community development and housing needs, including the ne e ds of low
and moderate income persons, as well as other need s in the community
that might be addressed through t ,e COBG program, and to revi e w
proposed CO BG activiti e s and the past performance of the City of
Engl e wood in carrying out its CDBG responsibilities. In the event
CDBG funds are granted by the State, th e City of Englewood will
conduct at least oee additional public he aring to a llow citizens to
,A r e vi1;w and comment on its p~rformance in carrying out it s CDBG
.program.
Formal public notice will be provided at least f ive (5) days pri or to
s uch public hearings. As circumstances warrant and as the City of
Engl ewoo d determines necessary or appropriate, no tic e may
additi ~nally be specifically dir e cted to persons of low and moderate
income, those benefitting from or affected by COBG activities and/or
r e pr ese ntatives of such persons. Hearings will be held at times and
locati o ns convenient to potential and actual beneficiaries, a nd with
accommodation for the handicapped . In the case of public hearings
wher e a significant numb e r of non -English speaking residents can be
r e a sona bly expected to participate, arrangements wil l be made to have
an interpreter present . ·
rublic Information and Records
Information and r ecords ragarding the proposed and past use of CDBG
funds will be available at Englewood City Hall during regular office
hours . The public will be so informed by public notice .
The City of Englewood will provide technical assistance to groups
representative of persons of low and moderate income that request
assistance in dev~loping CDBG p roposa ls. The level and type of
assistance appropriat e will be determined by the City of Englewood
,A based on its ability to provide or arrange for such assistance, the W cost of providing such assistance and other r e levant factors.

RESIDENTIAL ANTiuISPLACEll!NT AND RELOCATION ASSISTANCE PLAN
for the Community Development Block Grant (CDBG) Program
Th e City of Englewood will replace all occupied and vacant occupiablc low/moderate
income dwelling units demolished or converted to a use other than a s l ow/moderate
income housing as a direct result of activities assisted with CDBG funds, as re-
quired by Section 104(d) of the Housing and Community Development Act of 1974, ns
amended (the Act), and Implementing regulations at 24 CFR 570 .496a .
All replacement housing will be provided wlthln three years of the commencement of
the demolition or rehabilitation relating to conversion. Before obligating or ex-
pending funds that will directly result in such demolition or convers ion, the ili,y
of Englewood will make publi c and submit to the State the following information in
writing:

Description of the proposed assisted activity;
The general location on a map and approximate number of dw e lling units by size
(number of bedrooms) tha~ will be demolished or c onverted to a use other t h on
as low/moderate dwelling units as a direct result of the assisted ac tivi ty;
A time schedule for the commencement and completion of the demolition or
conversion;
The gene r a l location on a map and approximate number of dwelling units by s ize ,
(number of bedrooms) that will be provided as replacement dw e lling units ;
Th e s ource of funding and a time sch e dule for t he provision of r eplaceme nt
dw e lling units; and
The bas is for concludine, that each re placement dwelling unit will remain a low/
moderate income dw e lling unit for at least 10 year s from t h e date of initia l
occupancy .
The City of Englewood will provide relocation assistance, as de sc ribed in
570.496a(b)(2), to each low/mod e r,te income household displaced by t h e demolition of
housing or by the conve rsion of .:1. low/moderate income dwelling to anoth er u se as a
direct result of assis ted act iv ties.
Co ns i s tent with the goals and objectives of activities assisted und e r t h e Act, the
City of Englewood will take the steps indic ated below to minimize the dlsi:,lacement
of pe rsons from their homes .
Provide substantial levels of relocation assistance, as required by 24 CFR
570 . 496a(b) (2). The substantial cost of providing such assistance se rve s
as a strong deterrent to unne cessary displacement.
Replace all occupied and vacant occupiable low/rcoderate income housing
demolished or co11verted as a direct result of CDBG-assisted project a c-
tivities, and make such replacement housing affordable for at least t <'n
y ear•. The substantial col5t of providing such replacement housi ng se rves
as a strong deterrent to unnecessary displacement .
Cons i der all practical alternatives to any proposed project which ma y
result in residential displacement , Alternatives to be considere d include
other altos for the proposed facllltles/project . Also to b e considered
are the costs and benefl '.:a, both financial and nonfinancl al , of eac h
alternative .
Provide counseling and referral services t o assist di s placees find alter-
native housing in the community .
Wo rk with area landlords and real estate brokers to locate vacancies for
households facing displacement .
Stage rehabilitation of assisted housing to allow tenants to r e main during
and ofter rehobllltatlon , working with empty bulldlngs or groups of el!l ptf
units first so they can be rehabilitated first and tenants moved in before
rehab on occupied units or buildings is begun.
Establish temporary relocation faciliti es in order to house families whose
displacement will be of short duration, so they can move back to their
neighborhoods after rehabilitation or new cr.mstruction.
Evaluate housing codes and r ehabilitation standards in reinvestment areas
to prevent their placing undue financial burden on long-established owners
o r on tenants of multl-famlly bulldlngs .
Develop displacement watch systems in cooperation with neighborhood or-
ganizations to continuously review neighborhood development trends, iden-
tify displacement problems , and ldentlfy individuals facing displacemen t
who need assistance.

Application
Community Dev e lopment Block Grant funds are made available to
municipalities and the state from the federal government.
Certain "entitlement" funds are made avdilable directly to
specific cities such as Denver, Aurora, Colorado Springs, etc.,
based upon a formula of size and poverty. Other funds are made
available to states for distrib~tion to small cities and
non -u rban counties.
I ~ order to receive such funds, we must make an application to
the sta e. Englewnod has done so since 1976 when the first funds
1;c re received fo r housin:J rehabilitation. Since then, thP. City
has continued to apply and receive funding for housing
rehabilitation. We have also received a grant for commercial
facade renovation in the downtown.
Attached is a memo from Paul Malinowski to me recommending that
we once ag a in apply and outlining uses for the funds. He has
a lso included a schedul e fo~ application. since the City must
make the application and receive any funds, I recommend that this
preliminary information be communicated to Council. A more
c omplete application and program description will be transmitted
to Council prior to any approval.
I have al s o attached some basic inforn,ation relating to the
Co mmunity Development Block Grant program and its administration.
I, of course, will be available to answer ~ny questions that you
or Council may have.

Consider an Application for CDBG Funds under the Small
Cit i es Program Administered by the Colorado Department of Local Affairs f or

-BACKGROUND
W rhe Federal Program:
The Smal l Cities Program provides grants to units of local governm ent in both
me tropo l itan and non-metropolitan a reas to meet housing and community deve lopme nt
needs. The primary obj ective of the Small Cities Program is the development of vi.
ab l e urban comm unities by:
l) Prov iding decent housing a nd a suitable living environment ; and
2) Expa nd i ng economic opportunities, princ ipally for persons of low-a nd mod e rate-
Inc ome .
3) Prevent i ng or eliminat i ng s lum or blight.
Thi s objective of the Program is achieved through a plan, or program, developed by
t h e loc al goverMe nt . Not l ess than 10\ of FFY 1988, 1989, and 1 990 fund s and pro-
gram income will b e used for t h e support of activities t hat benefit pers ons of low -
and moderate -inc ome .
Th e request for funds ma y al s o inc l ude activities which are designed to me et othe r
urge nt development needs in the c ommunity "'ilic h pose a "serious" and imme d iate
t h reat to the health or welfare of the c ommun ity if other financial resources are
not avai lable .
Th e c hoice of activ ities is a determinat i on whic h has to be made by the l ocal
-goverMen t as to which wil l best serve the objectives of the program .

Funds, which are appropriated annually by the Congress for t his program , are s 11 o-
lr~cated by statutory formula to each State. An estimated total of $7,600,000 is ex -
lJll'pccted to be available for local projects in Colorado from FFY 1989 funds, plus any
rccovereJ or uncommitted prior year funds, and any no t program income .
To compete in the Small Cities Program, th"l local government mu st submi~ an applica-
tion . Slnct, the program is competitive and the demand for grants ut ,uaJly far ex -
ceeds the ,wailable funds, the State will evaluate the applications on three major
factors: pro ject impact, public and private commitments , and me.nagtme nt capability .
l inal funding decisions on all applications will be made by the Exec11tive Director
of the State Department of Local Affair s based on recomm e nda t ions of .':he State CDBG
Advisory Committee.
The Local Program:
Fer FY 1989, a multi-purpos• CDBG a pplication is being proposed . Funds are being
requested to support the city's continuing Housing Rehabilitation Project, an d t he
Broadway Big Dry Creek Bric.1ge Improvement Pro~~ct tt,c; follows:

(15 units @ $13,000 each, plus $6,000 for
site manager salary)

(9 units@ $17 ,000 each average . This
represents cost of rehab for remaining
re ntal units)
3) Regular Rehab
(10 homes @ $20,000 each for owner-
oc cupied single-family homes)
4) General Administration
(to offset 02-65)

In addition to the monies for Housing Rehab il i tat i on, t he City a l so reque s ts
$116 ,000 to supple me nt other funds to complete design and construc tion of the Big
Dry Creek Bridge at South Bro adway . The propos e d work invc,lves "'ide ning the bri dge
approximately four fe et (4 ') on th : west side to provide s pace for one additional
l an e of f:outhbound traffic plus a six foot (6') sidewalk for pedes trians . The
southbound traffic l ane over the bridge will connect to existing t raffic lanes no rth
and south of the bridge . The project will eliminate a serious traffic and
pedestrian hazard. Total cost of the proj ec t is estimated at $180,000 to $240,000 .
City has pledged $25,000 ; Colorado Department of Highways has budgeted $99,000.

All CDBG applicants must have and follow a C\t <zen Participation (CP) Plan. A copy A of the adopted CP Plan must be submitted to the State with each CDBG applicetion .

The Eng l ewood Housing Authority Board of Commissione rs supports the filing of the
CDBG application and the adoption of the Citizen Participation Plan. Citizen par-
ticipation in the application process was provided for within an administrative
public hearing held at 7:00 p .c . on December 14 , 1988 .
REC0KKENDATI0N :
The Department of Community Development recommends that the Council author i ze sub-
mission of a multi-purpose CDBG application for $600 ,000 for the Housing Rehabil ita •
tion Project and the Broadway Big Dry Creek Bridge Improvement Project.
