A RESOLU TION TO COMMIT RESOURCES TO ALLEVIATE THE PROBLEMS OF
GLOBAL WARMING AND THE GREENHOUSE EFFECT,
WHEREAS, the "greenhouse effect" has been identifieā¢l as the
single most important and serious env ironmental problem that we
have ever faced; and
WHEREAS, the greenhouse effect describes complex changes in
the atmosphere in which trace gases trap heat in the atmosphere
and force the Earth's temperature to rise; and
WHEREAS, the temperature has risen an average of one degree
and could increase another one to five degrees during the next
century; and
WHEREAS, the levels of carbon dioxide, a pro1uct of
burning fossil fuels, accounts for about one-half the warming;
and
WHEREAS, deforestation is a signific ant factor because
trees absorb carbon dioxide, storing the carbon and releasing the
oxygen into the atmosphere; and
WHEREAS, globa l warming may increase chances for drought,
change precipitation patterns, increaee the frequency and
vi o 'ence of storms , raise sea levels enough to flood coastal
cit e s, a nd affect the productiv i ty of the oc eans; and
WHEREAS, these changes could be manifested locally with
dec r eased snowfall and a signi f icant r e duction in the waters of
the Colorado River dra inage; a nd
WH EREAS, the Un i ted States is the source of approximately
25% o f t he carbon d iox ide emis sions i n the wo rld; and
WHEREAS, sources of carbon dioxide emissions are 11%
re s idential and c ommercial, 24% industry, 30% t r ansportation, and
35% electric utilities; and
WHEREAS, othe greenhouse gases result from the us e of
chlorofluorocarbons ,n refrigeration systems , air cond i tioners,
und s tyro foam, and other products; and
WII EREAS, there are no federal, state, or local policies
specifically aimed at the reduction of greenhouse emissions;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ENGLEWOOD, COLORADO, THAT:
The Englewood City Council supports the passage of federal
legislation addressing the greenhouse effect, including the
National Energy Policy Act (S. 2667) sponsored by Senator Wirth
and the Global Warming Prevention Act of 1988 (H,R. 5460)
sponsored by Rep . Schneider , and calling for necessary further
research and an improvement in our national energy efficiency;
and
BE IT FURTHER RESOLVED that Englewood City Council supports
the elimination of ozone-eating chemicals used in insulation and
foam products; and
BE IT FUR ·rHER RESOLVED that Englewood City Council supports
actions which will halt the destruction of rain forests; and
BE IT FURTHER RESOLV~D, that Englewood City Council urges
summit level actions to reduce greenhouse gases; and
BE IT FURTHER RESOLVED, that Englewood City Council urges
the establishment of an information network to advise state and
local governments of specific actions which should be taken by
them now; and
BY IT FURTHER RESOLVED that by thi s resolution, Englewood
City council commits r e sources to those actions which will serve
to alleviate global warming and the greenhouse effect.
