WHEREAS, case No. 14-88 for approval of a planned developnent by SWediah Medical Center over the next five years was heard by the City Planning and ZOning Ccmnission; and WHEREAS, the five-year develOEJ!l.'nt plan includes the addition of another 61,800 square foot nedi.cal office building, a parking garage with 608 spaces, """ additions to the main SWeclish Hospital facility and other buildings as required; and WIIEREI\S, the South 366 .10 feet of South Pennsylvania street in the 3400 Block 'WOuld be closed, 220-foot cul-<le-sac 'WOuld be provided south fran East Girard on South Penn.,-ylvania, and the Nr>rth 375 feet of the alley between South Pennsylvania and South Logan in the 3400 Block 'WOUld be vacated; IOI, THEREFORE, BE IT RESOLVED BY THE CITY <XXJOCIL CF 'lllE CITY or l'?G.DO)D, COLCRt,oo, THAT : The City Council fincis: 1. The application is concerned with the property located within blocks bounded by East Girard Avenue on the north, East l!anpclen Avenue on the south, South Logan Street on the west, and South Clarkson Street on the east; three lots north of East Girard Avenue, four lots south of East Hanl)den Avenue, and most of t.!\e area between East !lalrpclen Avenue, East Girard Avenue, South Clarksm Street and the extension of South Ogden Street. 2. The applicant is 5wedish Medical Center, 501 East l!anpclen Avenue, Englewood, Colorado 80110. The nmres and addresses of the property owners are : 5wedish Medical Center, SWeclish Wellness Systems, Inc., Swedish Health Resources, Inc. and Swedish MOB 1, L'ltl , all of 501 East l!anpclen Avenue, Englewood, Colorado 80110. 3. The app lication for approval of i:he Planned Developnent at the above location was filed with the Departrrent of Comunity cleveloprent and consiclerc'Cl by the Ci ty Planning and Zoning carrni.ssion on October 4, 1988; notice of public hearing was published in t.>ie Englewood Sentinel on Novati)er 2, 1988; the rroperty was posted no less than :ifteen clays prior to the public hearing, and ,iublic hearing was held Noveld,er 15 and Oecerri:Jer 13, 1988. 4. Later a lawsuit was filed by the Dunns requesting an injw,ction to orevent the city fran proceeding with approval of the Planned Developnent and frm vacating a portion of Pennsylvania Street and a portion of the alley. ThP. matter was remanded. to Englewood Planning and Zoning carrni.ssion. -l - 5. '!Ms matter -considered again by the Planning and ZOning Carmdssion on March 21 , 1989, and the carml.ssion again approved the Planned Developrent submitted by 9wedish r-k!dical Center. 6 . Notice of public hearing was published in the Englewood l>elltinel <XI April 27, 1989 ; P'lhlic hearing was held May 15, !989. 7. 'lbe application was for approval of another office building of 61,800 square feet, an additional parking garage with 608 spaces in -the final phase, t\olo additions to the main SWedish Hospital facil i ty and other buildJ.n,Js as necessary. 8 . The app licant ;,reposes that approximately 30'J, of the site be landscaped. 9. '!be Englewood Fire Department will require t>«> additional hydrants, one at Logan/Hanpden and one for M:lB 2 and the! relcx:ation of the sprinkler s ystem fran the present El'nergency Roan entrance to the new building addition at Girard and Pennsylvania. 10. 'l1le Utilities Departnent will require an easenent for the waterline in South Pennsylvania and that the City Ditch easetent be Bhawn ai the Planned Develqmmt so the construction of a building or loading dock/parking area wi ll not conflict wi th the ditch. 11. Engineering states there are no serious drainage problems ra., but over the years the runoff has increased because of increased inpervious surface s. It suggests areas where additional detention could be provided at little or no cost to 5'.edish. 12. Building and Safety will require that all awlicable provisions of the Englewood Building and Safety Code be CCITplied with. 13. Public Works requests easerrents for utilities within the right-of-way for Pe nn:ylvania be granted the City . 14. 'l'raffic will requi :e installation of traffic sarrples to ncnitor volurres within the hospi tal vicinity and will require that SWedish upgrade the traffic signals at Logan and Hanpden and Logan and Girard and that they be t i e d into the Ci ty's master traffic signal system. Upgrading of signals at Downing and Harrpden , Clarkson and llarrpden and Clarkson and Girard will be requir ed wi th fut ure develq:rrent. aJNCLUSIOOS City Counc il therefore concludes that: l. The application for a planned develoµrent sulJni.tted by SWedish •'ec'ical Cente r sho uld be ~r oved and the alternative Planned Developrent ccnditionally a~roved for the property located within blocks bounded by East Gi rard Avenue on the north, East llan'pden Avenue on the south, South Logan Street en the west, and Sout;> Clarkson Street on the east; three lots north of East Girard Ave:me, four lots south o f East Hanllden Avenue, and nest of the -2 - e e area betwen Eaat Hlllpden Avenue , East Girard Avenue, South Clarkacra Street and the @Xtensiat of SOUth Ogden street, 111>re particularly described in attached Exhihit A, with the following requirements: A. The ;,arking lot access on Logan Street is to be maintained with the restriction that only physicians may use that access and that the access have a right turn in and a right turn out when it is ocrrpleted. H. The alley be=n Logan and Pennsylvania is to be deleted and the north/south alley is to have a hamrerhead end on the north end. I. The la~dscaping strip along the north side of the Williams apartment building i s to be fift een feet in width and is to have a good concen trat ion o f evergreen and high density foliage, to be put in si.multaneou5ly wit.'1 the garage structure. ,, .
