tracks a nd facilities ont o n T & Sf right -o(-way Crom Yale

provided at Dar tmo11th Avenu e. Hampden Avenu e , Oxford Avenu e .
a nd po ss ibly in th e vicinity o( Tu(ts. nll at~grade
crossi ng s ar e to be eliminat ed.
6. Th e relocation o( the railr o ads i s anticipated to be
accomplished in three pha s es as follows:
a) Temporarily relo c ate the AT & SF onto D & RGW
right-of-wa y from Yal e Av e nue to Belleview Avenue, as
shown on Exhibit n attached h e reto .
b) const r uc t grade separ a tions at Dartmouth nvenue and
Hampden nve nue a s well as roadbed and structures foe the
perma nent railroad alig11m e nt between Yale Avenue and
South of Hampdrn nvenue. The railroad s will be shifted
to their permanent locati o n on thi s segment at
completion of this pha se .
c) Construct a grade se paration at Oxford nvenue and
possibly in the vicinity o[ Tu f t s as well as roadbed and
structures for the perm a ne n t r a ilroad alignment from
south of Hampd e n nvenue to Belleview Ave . The railroads
will be shifted to th e ir permanent lo ca tion on thi s
se gment at completion of thi s pha se.
Other Santa Fe Corridor construction will pro c eed
concurrently with the railroad r e location .
7. Thi s application is relative to only the temporary relocation
of the AT & Sf track and facilities. Future applications
will cover the other phaGes of work involving the railroads ,
including closure of existing at -g rdde crossings,

Grarlc crossing warning devices will consist of flashing light

rue requirements. Interconn ectio n to traffic si gnal s along

provide d.
9. Th e Division \.1 1 11 prepare cunstruc.tio n plan s. advertise the
notice to bidd , rs and enter into a co nstruc t ion contract with
t he lowest responsible bidder. Said plans s hall h ave been
approved by the ftT & SF. D & RGW a nd Federal Highway
l\dmlnistration. The plans a n<l spcci(icatio ns will r e.qu ire
tl1e Division 's contracto r to constr u ct tl1 e embankment and
dra i11ag~ fo r the temporary railroad relocation as well as
paving the approache s to the at-grade crossings . Th e
Oivis ion 's co ntractor will be r e quired to coordinate h is
activities with the railroad s and provide r a ilroad lia bi l ity
insurance on the railroads' behalf.
10 . The ftT & SF will accomplish track l a ying. including tie s a nd
ballast and will provide cros s ing su rface and warn ing dev ic es
at the at-grade crossi ngs. Int erco nnection to the
D & RGW's existing circuitry and to existing traffic sig nals
will be accomplished by the r a ilroad s.
ll. ·rhis te mpor ary ra i lr oad relo cation is estimated to cost

$3,000,000. Funding i s anticipated to be as follaws:
Federal Funds (Primacy and Rail/Hwy-
Elimination of Hazard s ) and
Division matching funds .. $3,000,000
Fe der a l regulation s (FHPM 6 -6-2-1) require rail roads to
contribute 5\ of the cost of Federa l-aid projects that
r e pl ace ac tively sig naled at-grade cro ssings with grade
separation structur es. Railroads may voluntarily contribut e
more than the 5\ s har e . The AT&S F a nd D&RG have indicated
th ey will pe rform certain wor k on future projects within th e
Sa n t a Fe corridor . The value of s uch work will eq ual or
exceed 5\ of the cost of the work required to replace
existing at-grade crossings with grade sepa rations .. such
replacement cost is estimated to be about $36 million.
A contract between the Division, the AT & SF and the D & RGW
is pending . The contract assigns responslb i lity foe the work
to be pecf~cmed , the cost thereof a nd provides foe future
maintenance . It also grants th e OiviGion license to enter

upon the railroads' property to accompli s h the project . I\

PUC as a late -(lled exhibit.

Tu(ts. The City of Sheridan will maintain the approa c h to
Lh• c rossing at Oxford l\ve. Eng l e wood and S heridan wi ll
joint ly maintain the approach to the Quincy /Ive. crossing.
