The primary objecti ve of the Small Cities Program is: ( 1) The deve 1 op ment of via ble communities by providing dece nt hous ing and a s uitab 1 e livi g environmen t; and (2) Expa nding economic oppo rtu nities·, princ i pally for persons of l ow -and moder ate- inco me . Since t he progra m is compe titive and the demand for grants usually far exce eds t he availab le. funds, th e State 1·lill evaluate the applications on four major factors: Pro - ject impact , co mmunitie s need , public and private conu nitments and manageme nt capa - oi lity . Final funding de cision; on all applications will be ma·de by th e Executive Dir ector of the State Local Affair s Departme nt based on recornne ndations of the Sta te :)BG Adv i sory Co mmi ttee. 11,E Local Prngra1 'I : The l:ngle1·m0d City Count il initialed and financed a housin g reha- o i l ita ti on l can :,rag ra m in 1975 , v1 h i ch was des igned to upgrade the house s own ed and Jccup ied by sen'u citi zens . This program v1a s later expanded to include hou sing owned o r occ uoied by ;erson s in ot her age groups , and since that tim e 222 houses have been r~habilita-ted through this program, In addition to an annual app r opriation by the city Council, State and Federal funds have been provided for the rehab progra111 ancl 1 oca 1 banks hav e a 1 so j oined in the program, One of the key factors in getting funded i s loca l co11111i L111u11t to a project . To ensure l oca l co mm itment most of the administrative funds requested by applicants in fV1g8J viere deleted from the funded grants by the State, To prove local con111itment staff requests that $100,000 from the 1984 PIF Budget be corran i tted as matching funds on this CD0G app l icatio n. In addition, staff anticipates a $250,000 line of credit from local banks as our pri- vate matching funds, The funds will be targeted to target area #2 until that area is saturated and the re- maining fund s will be availab le for us e City wide . RE COMMENDATION : The Depart ment recommends that the Council authorize submission of a Single-Purpose Grant appli cation for $350 ,000 to continue the Housing Authority's Housing Rehabilita- tion Projec t, and commit $100,000 from the 1984 PIF Budget as matchi ng funds for the Proj ect. Ci tizen participation i n t he application process will be pr ovided for wit hi n an ad- mini strative pub lic hearing at 5:00 p.m. on January 16.
