WHERF,,;;, Congress has authorized and appropriated funds for services to the elderl y under the provisions of Title III of the Older Americans Act of 1965, As .!Wnended; and WHERFAS , these Title III funds are allocated among sta tes based upon the m.mber of persons age 60 and over residing in the state ; and WHERFAS, he federal regulations governing the Older Ame r i cans Ac t •rqui res each state to de signate Area Agencies on Aging and develcp an allocation formula >m ich d istributes the funding and targets funding to socially and econanically needy olde r persons; a nd WHERFAS, the State has designated 15 Are a Ag enc i es on Aging with one Area Agency on Aging, the Denver Regi ona l Council of Go verrrnent s , respo nsible for serving 52\ of the 60+ population and 14 other Ar e a Agenci e s on Aging respons ible for s e r v ing 48\ of the population; and WHERFAS, Regi on III has on e administra tive structure serving eight counties to ens ure maximun fun d ing for direct services rather than administrative s t roctures wh i l e three Ar ea IY:Jen ci e s ser ve only on e county and no othe r reg ion ha s more than six counties ; aOO WHERFAS, t he total amount of available fund s statewide is $6 ,228,444. Region III receives 40. 71. of the available funds, >mich is $700,000 s hort o f the am ount th i s r egi on should receive; and w1lERFAS, if Region III r ecei ved funding ba sed upon its share of the State 's 60+ popula tion, DRCOC wou ld rece ive $3 ,238,791, >mi ch r epresent s 52 % of the funds and an i ncrease to Reg ion I ll by $700 ,000 ; and WHERFAS , one r egion conta i ns 2% of t he State 's ol der popula- tion and r ece ives an a llocation o f mo r e than $40 per capita , and Region 111 contai ns 52 % of t he popula t ion b u'. receives the l o.est per capita i n the Sta t e , >mi ch is $12 ; and WHERF.AS , thousands of old<2 r persons are un able to r eceive ser v i ces each year d ue t o l imited funding t o Reg ion 111; and WHEREAS, the State [oil1\ula for the distribution of Old"r •.11cri cans t.ct funds is unfair and jeopardi:res the region's ability t o provide services t o needy older persons . BE IT FtnmlER RESOLVID that the COlorado Board of SOcial Services must adopt a foil1\ula which distributes Ol de : 1'ne r i ca ns Act funds solely on the basis of the nlJ!lber of persons age 60 and ov er in the reg ion and that this formula should be effective O::tober l, 1984.
