Ql verrrnent; a nd WH EREAS , on J uly 31 , 1980 , PUblic Law 96 -317 was e nacted authoriz ing the creation of the U.S. Canmission on wa rtime Relocat ion and Internn e nt of Ci vi lians t o rev i e w t h0 facts and circlITistances surrounding the i mplenentation of Ex ec utive Orde r 9066 ; a nd WHEREAS , after two a nd one-ha lf yea rs of sttrly and r e sea r c h , the cam,ission ' s findi ng s .ere i ssued on Februa ry 24, 1983 , and its r ecarm endations .ere released on June 16 , 1983 ; and WHEREAS , the Canmission' s wor k has already ass isted the effor ts of sever al cities a nd other local goverrrne n ts t o renedy pr ior l ocal actions and pol i cies that denied basic rights and inflicted other injustices upon c i tizens of Japanese ancestry ; and 1-IH EREAS , these loca l effo,ts , incltxling ci ty-enacted legi s l ation , cann ot subst i t uV• fo r the necessa ry federa l ac t ions t o renedy the injust ices that occurred pu rsuant t o Exec ut i ve Ord er 9066 , nor do the s e local actions adequately address the issues rais,yJ i n the Camlission 1 s findrn~s or rec endat i ons ; N()l;v , THEREFORE , BE rr RESOLVED DY THE CITY COU !'K:IL OF THE CITY OF =LEl-100D , COLORAOO , thc1t : Englewoo.1 upho lds t he Na tional I.eag u<> of Cities in i ts suppor t of the reccmne nd at i on~ of the U.S . Coom i ss ion on \-Jartilne Relocr1L1on and lntermlent of Civilians as a foona l and honorab l e way to acknowledg these injustices in t h0 ope that similar aberr, ti 0 ns of justice shall never rceur . EngleloOOd urges Congress and the l'dministrat ion to act on those rec nenclations , inclu:l ing the following major proposa ls : Congress s hould pa ss a joint resolution , signed by the Pr esident , acknowledg ing that a grave injustice was inflicted upon a specific group of U.S. citizens on the basis of ancestry and offering off i cial apologies of the u.s . Government ; President should direct the U.S . Departme nt of Justice to review all wartime convictions of ime rica ns of Japanese ancestry arnl to rec01111encl Pr esidential pardons based on this review.
