BACJtGROUHD I
The Public Improvement Fund (PIP) Six-Quarter Budget process was
adopted in the Suaaer of 1973. The •••ence of the Six-Quarter
Budget i• that the City ha• a continuing budget which extends one
and one-half year• into the future. Every quarter, the City
Council review• and analyze• tbi• budget and if project• are
delayed due to unavoidable circumstances, they are dropped back
in thi• budget while project• ready to go are moved forward.
'1'ba .:>•t current revenue foreca•t• are u•ed and, if additional
fund• become available, •pacific project• could be moved forward
and completed ahead of •chedule or .a new or emergency project could
be added.
1981 CHANGES:' .
LIT'l'LB DRY CRBBJt Project waa increa•ed by $188,665 in the 2nd
quarter of 1981 to recognize the aame amount of revenue from
Urban Drainage and Flood Control Diatrict. Those costs include 50%
of the following itelb8:
1. Little Dry Creek Bridge
2. Reach 11 Land Acquisition
J. Reach 11 Land Acquisition
4. Land Acqui•ition at Clarkaon

Downtown Drain•9• ' Traffic jSrov ... nt Project was reduced from $117,118 to $15 ,351 In the ~ quarter. The $47,267 reduction
waa tranaferred to the new project called Downtown Plan for the City'• •bar• in the planning of the downtown area with !Dbl and Brady Corp.
Clarkaon Street project wa• reduced from $200,000 to $68,768 due to
lack of citizen petition• to include Clarkaon in a Paving District
thi• year. The $131,232 will be tranaferred to fund the new Golf
Cour•• Clubbou••·
Citf 8~ project which will eatabli•h horizontal and vertical
con roiou9hout the City wa• increaaed $167 to purchaae metal range
box lid• to protect the land aurvey pin• located in the streets.
River Develi2rnnt PbaM III project i• the new clubhouse of the Golf
COurM. fhend quarter fUnd• were increaaed from $316,627 to $868,873
to provide a total bud9et of $1,047,000. The additional monies
included $131,232 frOll Clarkaon Street and $421,014 from the General
Fund 1980 year end unanticipated balance.
Pir• Statio&.!3 Land Ac9i•ition aouth of Laytan Avenue on Acoma sti .. £ bian Iner••• In Ehe aecond quarter by $45,500 to cover
th• condenmation award of $112,500 plu• $10,000 for appraisal costs
and attorney and aourt f•••· The $45,500 will be taken from the
PIP balance.
Pire Station 13 project wa• increaaed by $12,000 from the PIP balance
lntheaecond quarter to pay for the construction of the building. The
project budget anticipated receiving $12,000 in revenue• from selling
the old atation aite. Due to the fact that the sale of the station
will not occur prior to final payment on the contract in the next
couple of week•, th• $12,000i• needed to make those payments. At
auch time •• City council decide• to sell or lease the old site,
tho .. fund• will be placed in the revenue fund of PIF for Council's
diapoaition.
1982 CBAHGBSa
Street and Sidewalk Diatrict is a paving district project to recon-
atrUct and upgrade new and existing streets to city standards. The
$200,000 in the 3rd quarter repreaents the City's share of the improve-
.. nt• auch a• interaectiona, tree removal, extra asphalt and basecourse
thickn••• and width, and storm drainage. The remaining costs will be
a•••••ed to the property owners.
Downtown Plan i• receiving $150,000 in the 3rd quarter for the City's
abiie In undetermined improvements in the downtown area. This is in
reaponae to City Council's 1981 budget approval for 1982 PIF projects.
Little Dry Creek ha• $30,000 added in the 3rd quarter to help fund
future dealgn and conatruction project• to improve the 100-year flood
baain on the creek. Urban Drainage and Plood Control District is
~ expected to match theae funds for a total increa•e of $60,000.
