WllERBAS, Article VIII, Part II, Section 58, of Charter of the City of Englewood, Colorado, requires the Planning and Zoning COlllliaaion of the City of Englewood to prepare and sub- llit to the City Council of the City of Englewood, for Council's approval, a Maater Plan for the physical development of the City of Bnglevood1 and WBBRBAS, the Englewood Downtown Development Authority has approved certain policies which are designed to guide the develop- .. nt and redevelopment of downtown1 and WHEREAS, the Planning Coanission has held public hearings upon the Maater Plan specifically amending the Downtown policies proposed by the Englewood Downtown Development Authority1 and WllBRBAS, evidence submitted at the public hearing established that numerous atudies have been undertaken relative to circulation, utilitiea, land uae, economic and financial status and show a neces- aity for a plan to guide development1 and WllBRBAS, the Planning and Zoning Commission of the City of Bn9lewood has approved and adopted the hereinabove referred policiea for Downtown Development as an amendment in the Master Plan and submitted the same to the City Council for the City of Englewood for its approval. NOif, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OP' BNGLE1IOOD, COLORADO, that the following policies of the Bn9lewood Downtown Development be and the same is hereby approved and adopteds . . --• • • POLICIES FOR ENGLEWOOD DOWNTOWtf DEVELOPMENT * Adopted by th• Englewood Downtown Development Authority on October 14, 1981. In order to protect the city'• economic health, etrengthen the tax ba••· expand retail and create an attractive downtown for activity and pride, the following polici•• shall guide the redevelopment of the downtown. 1. A concentration of hi&h activity ua•• •hould be encour- aa•d in th• Downtown to provide a focal point for the city. Downtown •hould be a location for work, shopping, livina and playing with ae•thetically plea•ing areas for re•t and relaxation. 2. To preaerve and protect the exiating aingle-family reeid- ential nature of the •urrounding area from co ... rcial encroacbllent, Floyd and Eaatman ahould be strengthened aa barrier• to further coaaercial expaneion to the north • Downtown •hould be maintained a• a regional activity center with high concentration• of retail, office and reaidential uses. 'ftle downtown area should be developed under a coordinated theme. 'ftle arrival points to the downtown, U.S. 285 and South Broadway, U.S. 285 and Elati, Broadway and Floyd, should be atrengthened visually to identify the area. Public transit should be atrenathened with a transit center linking the downtown to the regional transit net- work. 'ftl• retail/off ice area alona South Broadway should be linked with Cinderella City through the development of a mall along West Girard Avenue. 'lbe link between Cinderella City and South Broadway ehould be pedeatrian-oriented, with retail u•• at ground level in building• bordering the We•t Girard Mall. To provide for batter vehicular circulation, soma inter- section• in the downtown area ahould be realigned. -n.. proposed redevelopment should be linked to surround- ing neighborhood• with 1afe pedestrian connections. To maintain the scale of new development compatible with the scale of .axiatina buildin&1, high ri•• development should be located off th• mall and Broadway corridors. Tb• buildinl heiaht should be compatible with the height of exiatina builaing1. . Uaaabla open apace should be created in the downtown. To create an open-apace climate, Little Dry Creek should become a focal point with a variety of uaes developed along it• bank•. The ill&&• and character of the redevelopment should be aesthetically pleasing to attract people. · Alternative energy source• (1olar, etc.) should be used where possible. Exiatina ordinan•• which auide development should be reformulated to create a Clowntown zoning district and to set standards for th• redevelopment. To in1ure an adequate level of public services including police and fire protection and maintaining public areas. Nev ways to finance the redevelopment should be deter- mined and initiated. .
