WllBRBAS, the City of Englewood, by Charter Amendment
effective April 13, 1911, provided for the eatabliabment of

City of Bnglewood1 and
WllBld&AS, the City of Englewood deems it ia neceasary to
eatabliab wanagerial and auperviaory employees with full reaponsi-
bility to the City in order that the City be able to fulfill its
aiaaion to provide c0111p&tent, responsible government to Englewood
citiaen•1 and
mltBAB, by virtue of superviaory or managerial dutiea
uaiped to poaition• by th• City, the City of Englewood Career
