WHER EAS , thro ug h Resolut i on No. 16 , Ser i es o f 1982 , the City Co un r.il d irec t ed the Engle '-'>Od Urba n Re newa l Authority to prepare an Ur ban l1e newal Plan consistent with the adopted t::owntown Plan ; a nd WHEREAS, t he Urban Re newal Autho rity p r e pared t he ~wntown Redeve l o pnent Plan (Urba n Renewa l Plan); and WHEREAS , the Eng l ewood Pla nn i ng and Zo n ing Corrroission r eviewed the Pl a n and fo und it consisten~ with the goal s o f t he Eng l ewood Comprehens ive Pl an and passed Resolution 1 , Se r ies of 1982 , on July 20 , 1982; and WHEREAS, t ile City Counc il has received corrroents from i ndividuals bus lnesses and governmen t al entit i es and t aken t hese conments into cor,.5ide rat ion in formulating the Plan ; and WH ER EAS , an independent ma rket a na l ysis ;:,y a reputable fi r m (Brown e , Bo r tz & Codd ing ton) i nd i cat ed a s trong ma r ke t exists whic h m~y be ca ptured if a compr ehens i "e app roach i s unde r taken; and WHERE f i nanc i a lly a ttracti ve method exists to fund r edeve l opnent utili z ing 'JJX lncrement and other f i nancing; and WHEREAS , an independent fina nci al analys i s by a r eputable firm (Ha n ifen, Imhoff , Inc .) shows adequa te tax inc remen ts a nd othe r r evenue sourc es t o cove r deb t service needs and substant i al mo netary benefit to ta x ir.: en tities ; NO,ol , THEREFORE , BE IT RESO LVED BY THE CITY COUNCIL OF THE CITY OF ENG LEWOOD, COLORAOC , THAT : Section l. i.--,.ic,, as r equired by CRS 1973 (as amended) 31-25-107(3) has been prope rl \ \l ;,._,, o n the 28th day o f July , t he 4th a nd 11 th o f August , 1982 in the 1.,glewood Sentinel having a general ci r c uLiti on in the Ci t y o f 1::nql ewood , which notice described the t i me , date , place and pur pose of the hear ing on the Plan and generally id~nt i fied t he Urban Re newal a r ea cover ed by t he Plan and out lined the g ene r al scope of the Urban Re newal project unde r consideration . Section 2 . On the 23rd d a y of Aug us t, 1982 at the hour o f 7 : lO P.M. in Ci t y Counc i l 0 1ambe r s in City Ha ll at 3400 S . El ati Str eet, c"ngle.,,od , Colorado 80110 , City Council held a public hearing as r equired by CRS 1973 (as amended) 31-25-JU7 (3 ), o n the Ur l,an Hene ,;al Plan/Downtown Hed eveloflll'!nt Pl a n. I n acco rda nce wi t h t he r equirements of Section 31 -25-1 07 (9 ) (d), ~(1977 repl acemen t Vo l ume 12), (as amended), School Di s trict No. 1, Arapahoe Co unty , Co l o rado , has been permitted t o partic ipate in an adviso r y ca pa c ity c once rning pro j ect f ina nc i ng desc r ibed i n the Urban Re newal Plan . Sect i o n 6 .
