STATB IllPLBllDTATION PLAN THROUGH COIOIITllBNT TO IllPLEllENT
SPBCIPIC AIR POLWTION CONTROL llBASURBS AND TO CONSIDER FOR
IllPLBllENTATI01' TBOSI ADDITIONAL llBASURBS RBCOllllENDED AS THE
RBSULT OP ftJRTllBR EVALUATIONS TO BB CONOOCTBD UNDER THE CON-
TINUING AIR QUALITY PLANNING PROCBSS.
WllBRBAS, the City ot Englewood, Colorado is located
within tbe six county Denver Region (Denver, Jefferson, Adams,
Arapahoe, Boulder and Douglas Counties) which bas been desig-
nated by tbe State and BPA as an air quality non-attainment
area, and
WllBRBAS, tbe Denver Regional Council of Governaents
(mtCOG), as tbe designated lead agency tor air quality planning
in tbe Denver Region baa prepared tbe Denver Region Element
of tbe State l•ple11entation Plan, and
WBBRBAS, the State Air· Pollution Control Co .. ission
ha• adopted and tran .. itted to tbe Bnvironaental Protection
A1ency tbe Denver Region lleaent prepared by the Denver Regional
Council of Governments with soae substantive changes, and
WllBRBAS, tbe Denver Region Bleaent of the State l•-
pleaentation Plan proposes that local governaents bave a smoking
vehicle ordinance, purchase fleet replacement vehicles wbicb
are aodified tor high altitude, if available, and require in
subdivision ordinances the provision of adequate bicycle
facilities which facilitate aoveaent between residential and
activity areas and also require tbe provision of adequate and
secure bicycle storage facilities at new commercial and public
buildiD1•, and
WllBRIAS, the Denver Regional Council of Governaents
bas prepared a work program tor the evaluation, leading to
recomaendations, of additional air pollution control measures
identified in the Denver Region Element of the State Implementa-
tion Plan, including the evaluation of variable work hours,
vanpooliD1, bigb occupancy vehicle lanes, traffic controls and
particulate controls and the preparation of a Regional Bicycle
Plan, a Re1ional Parking Management Plan and an Air Quality/
Land U•• A•sessaent Handbook, and
WllBRBAS, the continuing Air Quality Work Program
will be perforaed in accordance witb the Schedule contained in
tbe Pro1raa Prospectus for Air Quality Implementation Planning •
