WHEREAS, the Legislative Metropolitan Water Committee has prepared a draf ~ bill for an act creating the Denver Metropolitan Water D~strict for consideration by the 1976 General Assembly of the State of Colorado, and WHEREAS, the afforementioned Metropolitan Water District includes all of the current boundaries of the City of Englewood, and WHEREAS, the proposed legislation would impose certain financial obligations on the citizens of Englewood, and WHEREAS, the previous City Councils of the City of Englewood have exercised prudence and judgment of an extra- ordinary nature in establishing a municipal water system and the purchase of water rights expected to satisfy the municipal needs through the year 2010. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, as follows: That theO.ty of Englewood endorses the concept of the Metropolitan Water District in its principles. Ho wever, the City finds that the proposed legislation penalizes t hose municipalities and specifically Englewood·for exercising foresight in the purchase of water rights to meet long term needs of the municipality. The legislation would charge Englewood citizens surcharges, charges and fees for water usage to help finance the purchase of water rights to satisfy the needs of other water users who are without adequate supplies for various reasons. The City Council of the City of Englewood feels that the Englewood resident should not bear the added costs of the purchase of water rights for the entire Metropolitan Water District after having already borne these costs in prior years. The Council feels that a provision for exclusion from the District should be included in the legislation to take care of the situations as described above.
