NIF.RFA<i, the City Counci 1 feels that this procedure is unfair and
detru.mtal to local govenunents in that said tax has traditionally
been considered part of the nomal operating costs of ltt>\.Ultain Bell
Telephone ~y, and no valid reason exists to change the established
practice;

ENGLBOJD, COLORAOO, AS FOLLOWS:
Secticn 1
That the ruling of the P.U.C authorizing MOl.mtain Bell to itemize
flllnicipal Franchise Taxes as a separate line item on its telephone bills
is an Wtfair and detrimental ruling to local govenunent.
Section 2
That the City CoWtcil urges the executive board of the Colorado
~icipal League, through its general and special CO\DlSel, to inmediately
appeal the ruling of the Public Utilities Camrl.ssion to the Supreme Court
of the State of Colorado and, furthemore, urges its sister J11.U1icipalities
to join in such an appeal.
