RESOLUTION NO. 8 , SERIES OF 1974
A RESOLUTION RELATING TO ALCOHOLISM AND INTOXICATION TREATMENT.
WHEREAS, on July 1, 1974'; House Bill 1279, being
Chapter 221, Page 783 of the Session Laws of Colorado, first
Regular Session 1973, relating to alcoholism and intoxication
treatment will become effective; and
WHEREAS, the Legislative Declaration of said Act
provides as follows:

"It is the poJicy of this state that alcoholics
and intoxicated persons may not be subjected · to
criminal prosecution because of their consum-
ption of alcoholic beverages but rather should
be afforded a continuwn of treatment in order
that they may lead normal lives as productive
members of society. The general assembly hereby
finds and declares that alcoholism and intox-
ication are matters of statewide concern."
WHEREAS, the powers and duties to administer the pro-
visions of said Act rests upon the "Division of Alcohol and
Drug Abuse", within the State Department of Health; and
WHEREAS, said Act further provides that (1) the Division
of Alcohol and Drug Abuse with the advise and reconunendations
oC the Advisory Council (pursuant to Section 66-36-8), shall
establish a comprehensive and coordinated program for the
treatment of alcoholics and intoxicated persons; (2) (a) In-
sofar as funds available to the division will permit, the pro-
gram of the division shall include all of the following: (b)
Emergency treath..ent; (c) Inpatient treatment; (d) Intermediate
treatment; and (e) Outpatient and follow-up treatment; and
WHEREAS, Section 14 of the Act provides as follows:

(1) "The division and cities, counties, ·cities and
counties, and regional service authorities may
establish emergency service patrols. A patrol
consists of persons trained to give assistance in
the streets and in other public places to persons
who are intoxicated. Members of an emergency ser-
vice patrol shall be capable of providing first
aid in emergency situations and shall be authorized
to transport intoxicated persons to their homes and
to and from public treatment facilities."
NOW, mEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF ENGLEWOOD, COLORADO, as follows:
Section 1.
'11lat the Division of Alcohol and Drug Abuse of the
Department of Health, together with the Councy of Arapahoe
act with all deliberate speed to provide sufficient funds
to implement the provisions of the Colorado Alcoholism and
Intoxication Treatment Act, as said Act relates to the
voluntary And involuntary treatment of alcoholics, the
emergency and involuntary conmitment of alcoholics, as well
as to provide proper training for a patrol to give assistance
in the streets and other public places to persons who are
intoxicated.
ADOPTED AND APPROVED this 1st day of April, 1974.
