/\ lll::SOLUTION URG I NG '1'111:: NAT lON/\L CONGRESS TO ADOPT A GENERAL REVENUE
SHARING BILL DESIGNED TO RETURN A SIZEABLE PROPORTION OF FUNDS TO THE
STATES AND CITIES.
WHEREAS, the Federal government has, for all practical purposes,
preempted the progressive income tax from both State and
local applicatio n~ a nd

WHEREAS, the need for additional revenues to provide essential
municipal services is critical, but the ability of the
taxpayer to assume a greater property tax burden is
practically impossible; and
WHEREAS, the adoption of a general revenue sharing bill could greatly
relieve the City of Englewood's reliance on local taxation;
a nd,
WHEREAS, the National League of Cities and the U.S. Conference of Mayors
working with county, State, local, and Administration represen-
tatives has developed a general revenue sharing bill for the
92nd Congress:
NOW, THEREFORE, BE IT RESOLVED that the City of Englewood, Colorado,
urge the U.S. congress to adopt a bill which conforms to the general
spirit of the revenue shari n g p l n n whereby block grants o f monies are
returned to the St~t e ~nd l orn l qovcrnmentR wi t h a minimum of roAtrir -
