When the ARAPS project was originally proposed, the following general objectives were outlined: (a) Improve the present services provided our citizens. (b) Place a lid on escalating personnel costs. (c) Increase management and policy control of govern- ment. (d) Improv e Lh c internal efficiency of our operations. The City of Englewood wishes to make clear its continuing agreement and conunit- mcnl to t h<'sc ob ject ives. 2. To accomplish these objectives involves a great deal of work in two departments of the count y which arc central to geographic data in the city r e cording of deeds and assessment of property. Fortunately, the Assessor/ Treasurer automation which presently exists gives a running start at this area. Englewood recognizes that the county may nee d remedial work to the existing Assessor/Treasurer system in the next year and believes that this work should part of ARAPS due to centrality of these functions to the city/county data ions h i p. 3. Study and development work in the City of Englewood should take place in the areas of the foll owing departments which deal in the property sus- y r.t ~m : Public Works Utilities " 1 1ll111 i llq Fire Police Park s and Recreation 4. The Ci ly b<J li c vcs t h at the ARAPS project risks the label of a c~puterization project rather than a project to meet the previously stated cn.:•ra l ~1oals . In ol h t't word s , we.' rj s k one of the tools becoming the goal rather than only a means. There are a number of improvements which can be i d entified by the ARAP5 project in the course of its study. The benefit is hat these areas should be capitaljzed upon. ADOPTED AND APPROVED this 18th day of October, 1971. ATTEST: I, Stephen A.
