A RESOLUTION CALLING UPON THE UNITED STATES SENATE, THE UNITED
STATES HOUSE OF REPRESENTATIVES, AND ALL MEMBERS AND COMMITTEES THEREOF, TO
ENACT AN APPROPRIATION BILL WHICH WILL PROVIDE FULL AND ADEQUATE FUNDING FOR
THE ACQUISITION OF PROPERTY NECESSARY TO, AND THE CONSTRUCTION OF, THE CHATFIELD
AND MT. CARBON DAMS.
WHEREAS, the Denver Metropolitan Ar6a was, in the year 1965, sub-
jected to a devastating flood occasioned by an overflow of the South Platte
River, and
WHEREAS, for a number of years, including the year 1967, areas
bordering on that stream known as Bear Creek have been threatened by, and
some have been i nundated with, flood waters of said stream, and
WHEREAS, this City council is reliably informed that various
engin eering studies h a ve been made, including an engineering study performed
by the United States Corps of Engineers, which studies indicate that this
met r o pol itan area , inc luding t h e C ity of Englewood, will continue to be
threate ned by storm waters from both the South Platte River and Bear Creek,
unless and until suitable f l ood control dams are constructed on both of said
streams upstream from the metropolitan area, and
WHEREAS, this City council is further reliably informed that certain
specific plans for t he construction of such dams have been developed by agencies
of t h~ united States Government and requests by such agencies have been made
.for adequate and necessary appropriation of funds for the construction of
the same to the United States Congress, and
WHEREAS, this City Council is still further reliably informed that
a joint Senate-House Conference Committee has recommended, or is in the
process of recommending, a decrease in the amount of appropriations for the
construction of the Chatfield Dam (that dam proposed for the South Platte
River), which reduction in appropriation could result in a substantial delay
in t he compl e tion of construction of s aid dam, and
WHEREAS, should such a delay occur, it not only will result in a
period of continuin g danger to the residents of this area but, based upon
this Council's own experiences in the construction of public improvements,
it can be reliably forecast that the total construction costs will be increased
by reason of such delay,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, as follows:
1. That the United States Senate and the United States House of
Representatives, as well as all members and committees thereof, are hereby
urgently urged not to reduce the amount of appropriations requested for .the
construction of Chatfield Dam, and are further urgently urged to take what-
ever action they may d e em necessary to assure that adequate funds for the
construction of this improvement shall be made available as soon as possible
so as to remove the present danger of flood waters from this area and so as
to provide for th e const r uction of the same without additional costs which
might result from future increases in construction costs.
2. That the City Clerk of the City of Englewood is hereby authorized
and directed to send to each member of the United States Senate, and to each
member of t h e Un ited States Ho u se o f Repr esenta ti v e s, e l e ct e d fr om, and
representing the S tate of Co lora do, a certified copy of this Resolution.
ADOPTED AND APPROVED this 15th day of December, 1969.
