WHEREAS, the accumulations of solid waste, and the dis-
posal thereof, continues to be an ever increasing problem, and said
accumulations constitute a common danger to the health, safety and

of the counties of Adams, Arapahoe, Boulder and Jefferson and the
City and County of Ocn v c r, and

WHEREAS, by reason lhcrcof, it is fit, proper and approp-
riate that the aforesaid aqency be desiqnat e d as the coo rdinrl t ing

area of problems involving the disposal of solid waste accumulations,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

1. That this City Council recognizes and acknowledges
that the problem of disposal of solid waste accumulation is not one
which can be dealt with ~ff~~tiv~ly o n a loc~l baei9, but is one
which, by its nature, requires uniform coordinated action by rlll

2. That it is the consensus of this City Council that,
in order to achieve such uniform, coordinated action, one single
agency should be utilized for the purpose of compiling ijtudj~~
