Below is the submission clause as it will appear on the
November 7 ballot. We would urge all to support their fire
fighters in this matter and vote "for" Amendment No. 4.

"To the Charter of the City of Englewood concerning the
members of the fire department; designati n g all members of
the fire department as city employees ; providing for the right
of members of the fire department to bargain collectively
with the City Government; providing for the establishment
of their wages and benefits through c ollective bargaining;
providing for binding arbitration of labor disputes between
the City Government and employee organizations repre -
senting members of the fire department; and denying to
members of the fire department the right to strike or with -
hold services;"

0. What is Collective Bargaining?
A. Collective Bargaining is a process of negotiations be-
tween an employer and employee representatives to
determine salaries, working conditions, and fringe bene-
fits.
0. What is binding arbitration?
A. It is the part of a Collective Bargaining agreement that
insures that neither the firefighters nor the city can be
unreasonable in their requests and is overseen by an in-
formed professional outside agency called the American
Arbitrators Association. This is necessary only in case
of unresolved differences. Their decision is binding to
both sides.
0. Why do Englewood Firefighters need Collective Bargain-
ing with binding arbitration?
A. At present there is no guarantee the City will negot iate
with the firefighters .
0. What is the American Arbitration Association?
A. The American Arbitration Association is a professional
group of men, mostly of a legal background, who enjoy
a national reputation for unbiased dispute settling in
both labor and management circles.
0. How would this amendment protect the interests of the
citizens of Englewood?
A. By eliminating the threat of strike or work slowdown,
the citizens of Englewood will be assured that there will
be no interruption in fire protection or services. Binding
arbitration is the most economic, fastest, and fairest
way in which to settle labor disputes.
