September 18 Bill for an Ordinance submitting the proposed amendment i s
introduced, read, and passed on fir st reading with emergency
prov 1s1ons . (This requires a unanimous vote of a quorum
of the Council. )
September 21 Bill for an Ordinance published in the official ne wspape r
in full . (l'he Charter does not require a publication of an
emergency ordinance prior to its final approval.)

Final publication by title in the official newspaper . (The
Charter provides that an ordinance passed with emergency
